American Air pilots' union: no strike unless it is legal

(Reuters) - Pilots at American Airlines will not go on strike unless it is legal to do so, the president of the pilots' union said on Thursday.

The Allied Pilots Association had said last week it was making preparations to call a strike vote should American implement harsh new work terms on pilots. The carrier has been operating under Chapter 11 bankruptcy protection since late last year.

Keith Wilson, who was named to head the pilots' union earlier this month after his predecessor resigned, said on Thursday that while the union is exploring legal options, it would be difficult to stage a walkout while American, a unit of AMR Corp, is in bankruptcy.

"We will not strike unless we are legally allowed to strike," Wilson told a media briefing at the union's Fort Worth, Texas, headquarters.

A hearing on a second American Airlines request to void the carrier's collective bargaining agreements with the pilots' union is scheduled for Sept 4.

The union is the only major work group at American that has not agreed on a contract offer with concessions since the carrier filed for bankruptcy. Pilots rejected a last and best offer from American on August 8. Should a bankruptcy judge allow the carrier to scrap its current contracts with the pilots' union, American could implement new work terms that are harsher as it looks to save labor costs.

Wilson said his union hoped to reach a consensual agreement on a contract with the carrier.

German inflation rises to 2.2 percent in August

(AP) ? Annual inflation in Germany rose to 2.2 percent in August from 1.9 percent the month before due to higher fuel prices.

Germany's statistics agency Destatis said Wednesday prices rose 0.3 percent from the month before, according to the common EU consumer price index.

The European Central Bank has said it sees no inflation threat now for the 17-country eurozone as a whole.

Some economists say a rise in inflation in Germany could help solve the eurozone's debt crisis. Under this view, higher prices in Germany would help even out the severe gaps in competitiveness between companies from Germany and those from southern Europe, who are struggling to attract investment and improve economic growth.

United Airlines passengers faced delays and long lines after some of its major computer systems and its website failed Tuesday.

The glitch was another in a long string of technology problems that began when United merged computer systems with Continental's in March.

United acknowledged at least 200 delayed flights. Its passenger reservation system and website stopped working for about two-and-a-half hours on Tuesday afternoon, although the precise cause wasn't known.

The outage didn't affect planes in flight.

Passengers in several United hubs reported very long lines at ticket counters. During the outage it stopped sending planes to its hubs in Newark, N.J., and San Francisco.

Alex Belo was waiting at Newark to get on a flight to Mexico City. He considered himself lucky to be behind only 100 or so people waiting to check a bag ? because there were another 300 to 400 behind him.

"The line is not moving, or very slowly moving. And they're giving priority only to first class," he said.

United said it will not charge the usual change fees for passengers on affected flights who want to cancel or rebook their tickets. It apologized for the disruption.

Simon Duvall spent two hours sitting on his flight waiting for the computer problems to be resolved. People were calm but not happy, he said.

"We're on a plane, on the tarmac in Las Vegas in the middle of August. It's warm. It's uncomfortable. It's cramped," he said.

United Continental Holdings Inc. has been struggling with computer issues off and on since March, when it switched to using Continental's system for tracking passenger information. The two airlines merged in 2010.

Airlines rely on software to know who is filling the seats on its planes, and how many empty seats are available. Those computer systems make it possible to print boarding passes, too.

Rich Pearson, head of marketing at professional freelance site Elance, was stuck in Houston on his way to present at a jobs seminar at the Republican convention in Tampa, Fla.

Planes were lined up on the tarmac. "It's almost like horseback riding when they are all nose-to-butt," Pearson said. "It's like we've gone back 50 years."

"People are relatively calm," he added. "The customer service area was initially flooded. But they can't really do anything."

Isaac rains stall harvest, buoy wheat prospects

CHICAGO (Reuters) - Heavy rain from Hurricane Isaac will stall the harvest of U.S. crops but also add valuable soil moisture ahead of autumn seeding of winter wheat and boost river water levels, aiding waterway transport, an agricultural meteorologist said on Wednesday.

Isaac made landfall early Wednesday and topped a levee near New Orleans, triggering life-threatening flooding seven years to the day after Hurricane Katrina devastated the same area, authorities said.

Global Weather Monitoring meteorologist John Dee said the slow-moving hurricane soon would become a tropical storm and then a tropical depression. It is expected to leave heavy rainfall over a broad expanse of the Deep South and central U.S. Midwest corn-, soybean-, rice-, cotton- and wheat-growing region.

"I don't see it as causing major, major problems," Dee said. "There will be some flooding, and the rains are really too late to help corn or soybean crops."

Meteorologists and other crop experts have said the worst drought in more than 50 years has damaged corn and soybean crops beyond repair.

"From 3 to 6 inches of rain can be expected over the next two to three days in the Deep South and 1 to 3 inches Friday through Sunday in Missouri, Illinois, Indiana and Ohio," Dee said.

Lighter rainfall of from 0.25 inch to 1.00 inch can be expected by the weekend into early next week in far northern areas of the U.S. Midwest, meteorologists said.

Commodity Weather Group said the main threat for flooding and wind damage would be in the cotton, soybean and rice areas in southern Mississippi, southern Arkansas and Louisiana, or roughly the southern third of the Delta during the next couple of days.

Early plantings of crops and a summer of relentless heat and drought pushed crops to maturity, leading to a record or near-record early start for harvesting.

However, harvest has been slowed in the past week due to showers, and only minor progress is expected this week due to the impact of Hurricane Isaac, especially in the central Midwest and Deep South.

The U.S. Department of Agriculture said on Monday that 6 percent of the U.S. corn crop had been harvested and 26 percent of the crop was mature, with most of that in the U.S. South and in the path of the expected torrential rainfall.

The USDA said 8 percent of the soybean crop was dropping leaves or mature, and rice harvest was 27 percent complete. It said 24 percent of the U.S. cotton crop bolls were open and ready for harvest.

(AP) ? Apple Inc. on Monday gave a federal judge a list of eight Samsung Electronics Co. products it wants pulled from shelves and banned from the U.S. market, including popular Galaxy model smartphones.

U.S. District Judge Lucy Koh asked for the list after a jury in San Jose last week slammed Samsung with a $1.05 billion verdict, finding that the South Korean technology giant had "willfully" copied Apple's iPhone and iPad in creating and marketing the products. Samsung plans an appeal.

The products Apple wants out are all smartphones: Galaxy S 4G, Galaxy S2 AT&T, Galaxy S2, Galaxy S2 T-Mobile, Galaxy S2 Epic 4G, Galaxy S Showcase, Droid Charge and Galaxy Prevail.

Koh on June 26 banned the Galaxy Tab 10.1 from the U.S. market after finding it likely violated a "design patent." Samsung is now asking for that ban to be lifted after the jury found the computer tablet didn't infringe that particular patent, but it did find it infringed three Apple's software patents that cover the popular "bounce-back" and pinch-to-zoom features.

The judge has scheduled a Sept. 20 hearing to discuss Apple's demands for the sales bans. She asked Apple on Friday to submit the list of products its wants removed from U.S. stores after Samsung complained that it doesn't have enough time to prepare for the scheduled hearing.

The judge is deciding whether to reschedule the hearing to give Samsung more time to prepare. Samsung plans to ask the judge to toss out the jury's verdict as unsupported by the evidence. Failing that, the company says it will appeal the verdict to higher courts, including the U.S. Supreme Court.

In addition to the sales bans, Apple also plans to ask the judge to triple the damages to $3.15 billion because of the jury's finding that Samsung "willfully" copied Apple.

Apple filed its lawsuit in April of last year alleging that 28 Samsung smartphones and computer tablets had "slavishly copied" the iPhones and iPads. Samsung countered with its own claims that Apple used its wireless technology without proper compensation.

A nine-person jury in its verdict Friday unanimously agreed with Apple. Most of the damages were tied to Samsung's smartphones. The jury rejected Samsung's counterclaims.

Most of the Samsung products found to have "infringed' Apple's patent were older devices no longer being sold. The list Apple presented to the court on Monday represent devices it believes are still being sold in U.S. stores, including several versions of the company's popular S2 phones introduced last year. Samsung's newest and hottest selling smartphone, the Galaxy S3, was not part of the lawsuit and is unaffected by the jury's verdict.

The award represents about 1.5 percent of Samsung's annual revenue. Analysts said the embarrassment of the verdict is a bigger blow for Samsung than the financial setback.

Still, the question remains whether Samsung and other Apple competitors will have to redesign their smartphones to avoid infringing Apple's patents. Most analysts agree the verdict sends a threatening message to device makers such as Samsung, which use Google's Android operating system.

HARARE, Zimbabwe (AP) ? A consortium of wildlife ranchers says tens of thousands of animals face annihilation in a wave of land takeovers in southeastern Zimbabwe by politicians of President Robert Mugabe's party.

The Save Valley Conservancy said Sunday that thousands of people's livelihoods also are threatened in in the 1,000 square mile (2,600 square kilometer) nature preserve and surrounding districts after hunting permits and land were granted to 25 leaders of the ZANU-PF party in a black empowerment program.

In Sunday newspaper advertisements, the consortium said "greedy individuals" ? including a provincial governor and a Mugabe Cabinet minister ? had used color as "a racial tool" to collapse world-renowned wildlife conservation for short-term gain.

The group said that when humans behave like animals, people destroy not only each other but generations to come.

Robin van Persie marked his first Manchester United start with a sublime goal, but his side's 3-2 victory over Fulham was marred by a nasty injury to Wayne Rooney that will sideline the England striker for four weeks.

It grew out of the trio?s efforts to find solutions for a classic mathematical problem?the ?Traveling Salesman? problem?which has long defied solution by man, or by the fastest computers he uses.

An advertising campaign by Procter & Gamble caused a stir among applied mathematicians in the spring of 1962. The campaign featured a contest with a $10,000 prize. Enough to purchase a house at the time. From the official rules:

Imagine that Toody and Muldoon want to drive around the country and visit each of the 33 locations represented by dots on the contest map, and that in doing so, they want to travel the shortest possible route. You should plan a route for them from location to location which will result in the shortest total mileage from Chicago, Illinois back to Chicago, Illinois.

Police officers Toody and Muldoon navigated Car 54 in a popular American television series. Their 33-city task is an instance of the traveling salesman problem, or TSP for short. In its general form, we are given a collection of cities and the distance to travel between each pair of them. The problem is to find the shortest route to visit each city and to return to the starting point.

Is the general problem easy, hard, or impossible? The short answer is that no one really knows. This is both the mystery and attraction of this famous challenge in computational mathematics. And much more than a struggling salesman is at stake. The TSP is the focal point of a larger debate on the nature of complexity and possible limits to human knowledge. If you are ready for action, then a sharp pencil and a clean piece of paper are all you may need to give a helping hand to the salesman and possibly to make a quantum leap in our understanding of the world in which he or she travels.

Tour of the United States

Despite its nasty reputation, the TSP is an easy enough task from one perspective: there are only finitely many possible routes through a given set of cities. So a 1962-era mathematician could have checked each possible Toody-Muldoon tour, recorded the shortest, sent the solution to Procter & Gamble, and waited for the $10,000 check to arrive in the mail. A simple and flawless strategy. With one possible catch. The number of distinct tours is exceedingly large to consider checking one by one.

This difficulty was noticed in 1930 by the Austrian mathematician and economist Karl Menger, who first brought the challenge of the TSP to the attention of the mathematics community. ?This problem is of course solvable by finitely many trials. Rules that give a number of trials below the number of permutations of the given points are not known.? A tour can be specified by announcing the order in which the cities are to be visited. For example, if we label the 33 destinations of Toody and Muldoon as A through Z and 1 though 7, that is, A for Chicago, B for Wichita, etc., then we can record a possible tour as

or any other arrangement of the 33 symbols. Each such arrangement is a permutation of the symbols. The ordering implied by the arrangement is circular, in that we travel from the last city back to the first. So we can record the same tour in 33 ways, depending on which city we put in the first position. To avoid such overcounting, we may as well always start with city A. This leaves 32 choices for the second city, 31 choices for the third city, and so on. Altogether, we have 32?31?30????3?2?1 tours to consider. This is the total number of permutations of 32 objects. It is written as 32! and spoken as 32 factorial.

CIUDAD JUAREZ, Mexico (AP) ? A Mexican appeals judge on Thursday significantly lessened the charge against a Dallas truck driver who says he made a wrong turn into Mexico with a trailer full of ammunition, a decision his attorney said may result in a fine or community service instead of a potential 30-year prison sentence.

Jabin Bogan, who has been held in a maximum security prison in Veracruz since late April, is now only accused of possession of ammunition instead of a heftier trafficking charge that the judge dismissed. The lesser charge carries a maximum of six years in prison if convicted, though Bogan?s attorney, Emilio de la Rosa, said he has advised his client to plead no contest so he can push for his release.

?We?ve given this guy back 30 years of his life,? de la Rosa told The Associated Press.

Carlos Spector, Bogan?s El Paso, Texas-based attorney, said they will follow de la Rosa?s advice so that Bogan can be sentenced within four to six weeks. De la Rosa says he expects Bogan to be sentenced to between two to three years in prison. Mexican law allows for prison terms under four years to be exchanged for community service or a fine, he said.

?This is a positive sign that the reform in the Mexican judicial is working,? he said. ?They looked at the facts and did not take pressure, because if any case could have been politicized, it was this.?

Bogan was arrested less than 100 feet from a giant billboard that reads, ?no more weapons.? The sign, inaugurated by Mexican President Felipe Calderon two months before Bogan was caught, was made out of seized high caliber rifles and ammunition.

During the inauguration speech, Calderon blamed lax U.S. gun laws for the flow of weapons into Mexico.

?Mexico needs your help... the best way to do that is by stopping the flow of assault weapons into Mexico,? Calderon said.

The judge?s decision comes two months after testimony from Mexican customs agents contradicted prosecutors? claim that Bogan had 268,000 bullets hidden under the floorboards of his 18-wheeler?s trailer when he was arrested April 17 after crossing from West Texas into Juarez. Agents testified in June that Bogan was trying to make a U-turn back into the U.S. when they found the ammunition bundled on top of wooden pallets inside the trailer.

Since then, Bogan?s lawyers and family in the U.S. have cried foul, claiming the ammunition charge was too hefty for what they claim was an honest mistake.

?I?m just rejoicing in the moment, to know that my son is soon going to come home,? said Aletha Smith, Bogan?s mother, at a press conference Thursday afternoon in Dallas.

The 27-year-old Bogan had made two deliveries in El Paso, Texas, and said he was supposed to drive to Phoenix to deliver assault rifle ammunition to a wholesaler there when he got lost. He said he took a wrong exit on the freeway and drove toward the border, where he said a law enforcement official told him to continue driving across the bridge. Bogan said that when he realized he had crossed into Mexico, he attempted to turn back, but the layout of the traffic lanes prevented him from returning without first crossing into the truck inspection area in Juarez.

De La Rosa said surveillance footage taken at the border crossing shows Bogan blocking several lanes of southbound traffic for more than half an hour while trying to maneuver his 18-wheeler back to U.S. soil.

Mexican prosecutors alleged he tried to clandestinely smuggle bullets commonly used by drug cartels. Their request to impose both possession and trafficking charges against Bogan was rejected.

A message left with prosecutors was not immediately returned Thursday.

Astronomers spot humongous star devouring planet (+video)

Astronomers have spotted a red giant star, some 11 times the mass of our own sun, swallowing up a planet. A similar fate awaits Earth, about five billion years from now.

How?s this for a depressing look into Earth?s potential future: astronomers have witnessed the first evidence of a planet?s destruction by its aging star as it expands into a red giant.

?A similar fate may await the inner planets in our solar system, when the Sun becomes a red giant and expands all the way out to Earth?s orbit some five-billion years from now,? said Alex Wolszczan, from Penn State, University, who led a team which found evidence of a missing planet having been devoured by its parent star. Wolszczan also is the discoverer of the first planet ever found outside our solar system.

The planet-eating culprit, a red-giant star named BD+48 740 is older than the Sun and now has a radius about eleven times bigger than our Sun.

The evidence the astronomers found was a massive planet in a surprising highly elliptical orbit around the star ? indicating a missing planet ? plus the star?s wacky chemical composition.

?Our detailed spectroscopic analysis reveals that this red-giant star, BD+48 740, contains an abnormally high amount of lithium, a rare element created primarily during the Big Bang 14 billion years ago,? said team member Monika Adamow from the Nicolaus Copernicus University in Torun, Poland. ?Lithium is easily destroyed in stars, which is why its abnormally high abundance in this older star is so unusual.

?Theorists have identified only a few, very specific circumstances, other than the Big Bang, under which lithium can be created in stars,? Wolszczan added. ?In the case of BD+48 740, it is probable that the lithium production was triggered by a mass the size of a planet that spiraled into the star and heated it up while the star was digesting it.?

The other piece of evidence discovered by the astronomers is the highly elliptical orbit of the star?s newly discovered massive planet, which is at least 1.6 times as massive as Jupiter.

?We discovered that this planet revolves around the star in an orbit that is only slightly wider than that of Mars at its narrowest point, but is much more extended at its farthest point,? said Andrzej Niedzielski, also from Nicolaus Copernicus University. ?Such orbits are uncommon in planetary systems around evolved stars and, in fact, the BD+48 740 planet?s orbit is the most elliptical one detected so far.?

Because gravitational interactions between planets are responsible for such peculiar orbits, the astronomers suspect that the dive of the missing planet toward the star could have given the surviving massive planet a burst of energy, throwing it into an eccentric orbit like a boomerang.

?Catching a planet in the act of being devoured by a star is an almost improbable feat to accomplish because of the comparative swiftness of the process, but the occurrence of such a collision can be deduced from the way it affects the stellar chemistry,? said Eva Villaver of the Universidad Autonoma de Madrid in Spain Villaver. ?The highly elongated orbit of the massive planet we discovered around this lithium-polluted red-giant star is exactly the kind of evidence that would point to the star?s recent destruction of its now-missing planet.?

The team used the Hobby-Eberly Telescope ? searching for planets ? when they detected evidence of the missing planet?s destruction.
The paper describing this discovery is posted in an early online edition of the?Astrophysical Journal Letters (Adamow et al. 2012, ApJ, 754, L15),?or another version is available on arXiv.

As an older adult, moving is an especially difficult transition. Finding the support the senior needs in the new community is imperative. (AP) ? France signaled Thursday that it was prepared to take part in enforcing a partial no-fly zone over Syria, piling pressure on President Bashar Assad's embattled regime as it widens a major offensive against rebels in Damascus and surrounding areas.

French Defense Minister Jean-Yves Le Drian urged the international community to consider backing a no-fly zone over parts of Syria, but cautioned that closing the Arab nation's entire air space would be tantamount to "going to war" and require a willing international coalition that does not yet exist.

He told France 24 television that Paris would participate in a full no-fly operation if it followed international legal principles. But for now, he suggested that a partial closure ? which U.S. Secretary of State Hillary Clinton said Washington was considering ? should be studied.

Syria's chief backer, Russia, meanwhile, said it was working closely with the Damascus government to ensure that its arsenal of chemical weapons stays under firm control and has won promises that it will not be used or moved.

In Syria, troops backed by tanks and helicopters broke into the Damascus suburb of Daraya, the scene of intense fighting over the last two days. At least 18 people were killed.

Across the country, at least 100 people died Thursday in shelling and clashes, according to the Britain-based Syrian Observatory for Human Rights and the Local Coordination Committees.

The bloodshed coincided with the departure from the Syrian capital of the last of the United Nations military observers after their mission failed. The observers were part of a six-point peace plan by outgoing envoy Kofi Annan.

As the country slides deeper into civil war, activist groups now routinely report the deaths of anywhere between 100 and 250 people on a daily basis, but it is virtually impossible to verify these figures.

Residents of Damascus said troops were bombing Daraya and nearby Moadamiyeh from the Qasioun mountain overlooking Damascus.

"It's just another regular day in Damascus," said a resident of the city of 1.7 million, who spoke on condition of anonymity for fear of reprisals. "I woke up to the sound of explosions and it hasn't stopped since."

In the eastern part of the country, Syrian rebels fought with regime troops in the town of al-Bukamal, across the border from the Iraqi town of Qaim.

The border crossing has been in rebel hands since last month, but wresting control of al-Bukamal itself from regime troops would expand the opposition foothold along the frontier.

The opposition already controls a wide swath of territory along the border with Turkey in the north, as well as pockets along the frontier with Jordan to the south and Lebanon to the west. Together, they have proven key to ferrying people and supplies into and out of the country.

Rebels have been fighting troops for days in al-Bukamal and early Thursday took over several checkpoints, the main police station and the local command of the Political Security Directorate, one of Syria's powerful intelligence agencies, according to Rami Abdul-Rahman, who heads the Observatory.

"There is an attempt to take full control of al-Bukamal," Abdul-Rahman said.

The Local Coordination Committees said warplanes bombed al-Bukamal, but Abdul-Rahman said the jets were flying over the town and struck nearby areas, not the town itself.

At least six people were killed, activists said.

Meanwhile, the Washington Post reported that an American freelance journalist who has been reporting from Syria for The Post, McClatchy Newspapers and other outlets had not been heard from in more than a week. Austin Tice, 31, spent time with rebel fighters in the north after entering Syria from Turkey in May, then traveled to Damascus, where he was one of the few Western journalists reporting from the capital.

"We're focused intensively on trying to ascertain his whereabouts and ensure his safe return," Post executive editor Marcus Brauchli said in a statement.

Spokeswoman Victoria Nuland said the U.S. State Department was working through the Czech Embassy, which represents U.S. interests in Syria, to get more information about Tice's welfare and whereabouts.

"We have long expressed concern about the safety for journalists in Syria, and note that freedom of movement throughout the country for journalists is one of the 6 points in the Annan Plan endorsed by the United Nations Security Council," she said in a statement. " We strongly urge all sides to ensure the safety of journalists in Syria."

The seemingly intractable conflict in Syria has defied all attempts at mediation. Human rights groups say more than 20,000 people have been killed since the uprising against Assad began in March 2011. In the past month the fighting has spread from the country's smaller towns and cities to the regime strongholds of Damascus and Aleppo.

Annan announced earlier this month that he will resign on Aug. 31. He is to be replaced by veteran diplomat Lakhdar Brahimi.

In Damascus, Deputy Foreign Minister Faysal Mekdad said Syrian officials were "looking forward" to working with Brahimi but said the crisis would continue as long as foreign countries were interfering.

Mekdad accused Turkey of giving "terrorists," including al-Qaida, free access to cross into Syria from Turkey. The Syrian regime refers to the rebels as terrorists.

Turkey ? once an ally of Syria ? has emerged as one of Assad's harshest critics and taken in some 44,000 refugees from its Arab neighbor.

The main battle fronts over the past month have been in the capital, Damascus, as well as Aleppo, where regime forces have struggled to stamp out a rebel offensive that began last month and succeeded in capturing several districts in the city of 3 million people.

In a report released Thursday, Amnesty International said artillery, mortar fire and airstrikes by government forces in Aleppo are killing mostly civilians, including children.

The rights group said that during a 10-day, fact-finding visit to Aleppo in the first half of August, it found that some 30 attacks killed more than 80 civilians and wounded many more.

Amnesty said that among the dead were 10 members of one family, seven of them children, whose home was destroyed in two airstrikes on Aug. 6. It said the bodies of young men, many of them handcuffed and shot in the head, were found near the local headquarters of the powerful Air Force Intelligence, which is in a government-controlled area.

The uprising against Assad's regime began with largely peaceful protests but has since morphed into a civil war that has spread to almost all parts of the country.

In Daraya, the Local Coordination Committees said the government shelling killed a mother and her five children, all members of the al-Sheik family who had fled their hometown of Moadamiyeh to escape the violence. An amateur video showed the children draped in white shrouds with their faces showing; the body of the mother was covered.

The potential use of chemical weapons in the Syrian conflict has put Russia in a rare point of agreement with the United States, which has pressured Assad to step down.

Syria first acknowledged its possession of chemical weapons last month and threatened to use them if foreign nations intervened militarily in the conflict.

President Barack Obama said Monday the United States might have to intervene in Syria if the Assad regime used or moved chemical weapons. He also warned of the threat of such weapons falling into the hands of rebels fighting the government or militant groups aiding either side.

Deputy Foreign Minister Gennady Gatilov, Russia's point man on Syria, said his country was in full agreement with the Americans on the need to prevent Assad's regime from using the weapons or allowing them to slip out from under its control.

"We have guarantees from the Syrian government that it will not take any steps involving chemical weapons," Gatilov told The Associated Press.

Senior diplomatic, military and intelligence officials from the U.S. and Turkey met in Istanbul on Thursday to go over detailed operational plans for dealing with emergency scenarios that may arise in Syria, including the possible use of chemical weapons.

These include positioning stocks of bio-hazard gear in the region as part of the planning for an international response if chemical weapons are used, U.S. officials said.
