MOSCOW BLOG: Snowden fracas another US-Russia political football

The case of NSA whistleblower Edward Snowden, who is holed up in a secret location in the transit lounge of Moscow?s Sheremetyevo airport, has become the latest political football. The rules of the game are: say anything you like irrespective of the evidence, blame the Kremlin for everything, dismiss anything the Kremlin says as KGB-style disinformation.

The latest player is US Senator Lindsey Graham, a senior Republican from South Carolina, who said he is preparing a package of measures to pressure Russia into extraditing former CIA employee Snowden.

?We are exploring what are the leverage points. I?m trying to put together a package to let the Russians know how serious we are,? Graham said in an interview published Thursday, June 27. ?We have to respond, this is a defining moment in the relationship.?

Except there are no ?leverage points? nor is there legally anything the US can do to force Russia to extradite Snowden. The US doesn?t have an extradition treaty with Russia, and without one there is almost no chance that the Kremlin will send Snowden home. Especially when there are several other fights on extraditions ongoing where the US is digging its heels in.

Graham declined to say specifically what measures he and fellow US lawmakers might pursue, and instead waffled on in general terms about how Russia ignores the rule of law both domestically and abroad, adding that Russian President Vladimir Putin is ?trying to recreate the old Soviet Union attitude and image.?

Russia has become a favourite whipping boy for politicians around the world who are suffering in the polls. When Gordon Brown took over as UK prime minister he also went in hard on Russia in the hope of burnishing his strongman image.

The calculation that many politicians make is: ?We have no real trade or investment ties with Russia (its oil is a commodity and so anonymously available on international markets), Russia is weak and unimportant since the fall of the Soviet Union, relations are terrible anyway so there is no political cost to us, and its comic book-like evil enemy profile is a PR gift to make me look like the shiny superhero saviour in contrast.?

The trouble is that several of these assumptions are not true, as Russia is clearly a rising power in Europe, thanks to the relevancy of its Soviet legacy on the international stage and its growing importance as a market in Europe.

The pointlessness of all this hot air is painfully apparent from the empty rhetoric coming out of the Senate: ?Snowden has overstayed his welcome at the Moscow airport,? Senator Bob Menendez, a Democrat from New Jersey, said in a statement. ?I call on the Russian government, in the interest of justice, as well as US-Russian relations, to release him into the custody of the US Government today.?

Happily, US President Barack Obama, who actually has to manage relations with Russia, has taken a much more pragmatic line. While he can?t shut the Republicans up or even prevent them from passing relation-damaging laws like the "Magnitsky act", which bans Russian officials accused of human rights abuses from entering the US and seizes any assets they have there, he does his best to contain the damage. Obama said Thursday, June 27 he would not engage in ?wheeling and dealing? to win the extradition of Snowden and basically admitted the US was powerless to do anything.

"I have not called President Xi personally or President Putin personally and the reason is? number one, I shouldn't have to," Obama told reporters during his trip to Africa this week. "Number two, we've got a whole lot of business that we do with China and Russia, and I'm not going to have one case of a suspect who we're trying to extradite suddenly being elevated to the point where I've got to start doing wheeling and dealing and trading on a whole host of other issues."

Likewise, following the passage of the Magnitsky act, the key to the legislation was who would be on the list of names. There were reports of over 200 senior Russian officials but in the end only 18 were included, all relatively minor officials and almost all directly connected to the death of lawyer Sergei Magnitsky who worked for investment fund Hermitage Capital, after whom the law was named.

Obama appears to ?get it? when it comes to the increasingly obvious need to attempt to build some sort of pragmatic working relation with Russia, which is reasserting itself steadily on the international stage. The showdown over Syria ? another football issue that has eagerly been picked up by politicians everywhere ? has shown the international community really does need Russia?s help to resolve that problem. (And China too, although given the wests intoxication with China it is never included in the football games).

The Europeans have come to this realisation a lot sooner, although their opposition leaders are also prone to kicking the football about. The torch bearer for improving relations with Russia was former chancellor Gerhard Schroeder, who facilitated a huge amount of direct investment, the Nord Stream gas pipeline line linking the two countries, and built real and geopolitically significant ties between the two countries. His successor Angela Merkel, who was in St Petersburg last week, has somewhat reluctantly continued the policy simply because German investors are making so much money in Russia and Germany is a big importer of its energy.

Other leaders have been a bit later into the game. Italy?s former PM Silvio Berlusconi was also a friend of Putin?s, whose daughters regularly holidayed with the Italian leader. France ?got it? a bit later. Towards the end of Christine Lagarde's tenure as France?s foreign minister she was in Moscow every three months or so pushing for closer ties; France?s investment and trade doubled as a result.

Even British Prime Minister David Cameron has belatedly started to make the effort to mend fences with a trip to Moscow last year and hosted Putin for talks on Syria last month.

The point is that these politicians can already see there are definite economic benefits to better ties with Russia, but they are also starting to see that the football players? assumption that there is no political cost to being rude to Russia is not true. The Syrian issue has already made that plain. But more worryingly, the ongoing Russia bashing of the last decade has clearly convinced Putin that the West, Russia?s ?natural ally?, is never going to be a true friend, so he has launched a hugely expensive programme to rearm the Russian military and the prospect of a new Cold War in Europe is looming.

Western politicians need to tone down their rhetoric and become more realistic in their attitude to Russia, else all they will do is score an own goal.

PANAMA CITY? Gov. Rick Scott has taken a big step toward working with Florida?s oil-spill affected counties and ensuring RESTORE Act funds are spent efficiently.

The governor?s office announced Friday that Scott had signed an agreement with the Gulf Consortium, which represents the 23 counties affected by the BP oil spill, to guide the approval process for RESTORE Act projects.

The agreement, called a memorandum of understanding, will streamline the governor?s review and certification process for these projects.

?We need to do everything in our power to make Florida communities impacted by the BP oil spill whole again ? and I?m pleased to work with the Gulf Consortium to develop projects for the State Expenditure Plan,? Scott said in a statement. ?Development of a comprehensive and thoughtful plan will ensure that Florida moves towards environmental and economic recovery (in) the Gulf.?

But, the agreement doesn?t mean RESTORE Act dollars will be arriving any time soon. The big holdup is the federal government. The counties still are waiting on the U.S. Treasury to write rules for how the RESTORE Act will be implemented.

BayCountyis part of the consortium and one of eight counties disproportionately affected by the oil spill. The eight will receive 75 percent of Florida?s RESTORE Act money, but all the counties must make sure they work with the governor?s office to get approval on their projects.

At a consortium meeting in February, a representative from the governor?s office said Scott has veto power on these projects.

?That?s the way the law reads,? said Mimi Drew, the governor?s representative. ?The consortium basically is acting on behalf of the state of Florida to develop a state expenditure plan that goes to the council.?

Possibly bearing that in mind, Bay County and the consortium offered praised for the governor and spoke in terms of a collaborative effort.

?The governor and the consortium agree on how to best move through this process,? said Bay County Commissioner Mike Thomas. ?We are still waiting on rules from the federal government, but the state is prepared to assist us in any way so that when the money starts moving we will be squared away. This is good for all the coastal counties.?

Similarly the consortium was pleased.

?We?re looking forward to this partnership and coming up with a plan for full economic and environmental restoration in the state of Florida,? said consortium spokeswoman Cragin Mosteller.

Body of Sopranos star Gandolfini leaves Italy for U.S

ROME (Reuters) - The body of actor James Gandolfini, who died of a heart attack in Rome last week, was flown out of Italy on Sunday on a flight bound for New York, Rome airport authorities said.

Gandolfini, best known for his leading role in the Emmy-winning series "The Sopranos", was found dead in his Rome hotel late on Wednesday.

The actor's body left Rome's Fiumicino airport at around 1600 GMT (1200 ET) on a private flight, an airport official said.

Family friend Michael Kobold, speaking to reporters in Rome, thanked the Italian authorities and U.S. Secretary of State John Kerry for helping to accelerate procedures.

Gandolfini was on holiday in Italy with his 13-year-old son and was due to attend the closing of the Taormina Film Festival in Sicily on Saturday. An autopsy showed had died of natural causes.

Gandolfini's performance as New Jersey mob boss Tony Soprano made him a household name and helped usher in a new era of American television drama.

Since "The Sopranos" ended its six-season run in June 2007, Gandolfini had appeared in a number of big-screen roles, including the crime drama "Killing Them Softly" and "Zero Dark Thirty", a film about the hunt for Osama bin Laden.

Gandolfini had been working on an upcoming HBO series, "Criminal Justice," and had two films due out next year.

Reggie Williams, the Jaguars? first-round pick in 2004, was among the final cuts of the CFL?s Toronto Argonauts on Saturday.

Williams, 30, signed with the Argonauts on May 29. According to the Canadian QMI Agency wire service, Williams had a one-handed TD catch in the Argonauts? final preseason game Thursday vs. Montreal.

While Reggie Williams? stint in Toronto has ended, another former Jaguars receiver is very much a key part of the Argonauts? 2013 plans.

In fact, this ex-Jaguar is the CFL?s top best player in the estimation of TSN and sportswriters across Canada.

Chad Owens, a sixth-round pick of Jacksonville in 2005, was voted the CFL?s best player?on Friday.

Owens, 31, was the CFL?s Most Outstanding Player in 2012 after catching 94 passes for 1,328 yards and six TDs for the Grey Cup-champion Argos. Moreover, he set a league record for all-purpose yards.

Owens could never quite stick with the Jaguars, who released him in January 2008. But he stuck with professional football. He played Arena ball for a year, then landed on the Montreal Alouettes? practice roster for much of 2009. The next year, the Als traded him to Toronto, and he has been a key contributor since.

For former NFL players, making a?CFL roster is easier said than done. There are just eight CFL teams, and the Canadian game is different than the NFL game, with the wider field one example.

Given that Reggie Williams hasn?t been on an NFL roster since 2010, lasting until Toronto?s final cuts may signal he?s retained some professional-caliber skill. That?s one silver lining. Another may well be the success of his former Jaguars teammate, who?s authored quite the impressive career revival in Canada.

Severe maternal complications less common during home births, study suggests

June 14, 2013 ? Women with low risk pregnancies who choose to give birth at home have a lower risk of severe complications than women who plan a hospital birth, finds a new study.

However, the authors stress that the overall risk of severe problems is small and the results are significant only for women who have previously given birth -- not for first-time mums.

The relative safety of planned home births is a topic of continuous debate, but studies have so far been too small to compare severe maternal complications between planned home and planned hospital birth among low risk women.

Of all Western countries, the Netherlands has the highest percentage of home births, assisted by a primary care midwife.

So a team of Dutch researchers decided to test whether low risk women at the onset of labour with planned home birth have a higher rate of rare but severe outcomes (known as severe acute maternal morbidity or SAMM) than those with planned hospital births.

This was defined as admission to an intensive care unit, uterine rupture, eclampsia or major obstetric haemorrhage (requiring a large blood transfusion). Other adverse complications included postpartum haemorrhage (severe loss of blood after delivery) and manual removal of the placenta. Using data from a national study into maternal morbidity and national birth registry data from 1 August 2004 to 1 August 2006, they identified over 146,000 low risk women in primary care at the onset of labour.

Results were adjusted for several factors including gestational age, maternal age, ethnic background and socioeconomic status.

Of the 146,752 women included in the study, 92,333 (63%) had a planned home birth and 54,419 (37%) a planned hospital birth.

For women having their first baby (nulliparous women), the rate of severe outcomes for a planned home birth was 2.3 per 1000 compared with 3.1 per 1000 for a planned hospital birth. The rate of postpartum haemorrhage was 43.1 per 1000 for a planned home compared with 43.3 per 1000 for a planned hospital birth.

For women who had previously given birth (parous women), the rate of severe outcomes for a planned home birth was 1 per 1000 compared with 2.3 per 1000 for a planned hospital birth. The rate of postpartum haemorrhage was 19.6 per 1000 for a planned home compared with 37.6 per 1000 for a planned hospital birth.

Adverse outcomes were less common among planned home births than among planned hospital births but differences were only statistically significant for women who had previously given birth.

The researchers emphasise that their findings may only apply to regions where midwives are well trained to assist women at home births and where facilities for transfer of care and transportation in case of emergencies are adequate.

However, they say the fact that they did not find higher rates of severe complications among planned home births "should not lead to complacency" and that "every avoidable adverse maternal outcome is one too many."

Overall, they conclude: "Low risk women in primary care with planned home birth at the onset of labour had a lower rate of severe acute maternal morbidity, postpartum haemorrhage, and manual removal of placenta than those with planned hospital birth. These differences were statistically significant for parous women."

Tony Awards viewership jumps up to 7.24 million

(AP) ? CBS' Tony Awards telecast saw viewership jump to 7.24 million people, the show's largest audience in four years.

According to preliminary Nielsen figures released Monday, Sunday's show crowning "Kinky Boots" as best musical saw an increase of more than 1.2 million people over last year's show. Neil Patrick Harris returned to host for the fourth time.

The broadcast was up against an episode of "Mad Men" on AMC and Game 2 of the NBA finals between San Antonio and Miami on ABC. Last year's telecast was seen by 6 million viewers, down significantly from 2011's 6.9 million.

Updated ratings figures will be available on Tuesday.

CBS, the longtime home for the annual Tony telecast, recently agreed to continue airing the show until 2018.

(AP) ? Cyndi Lauper, making her Broadway debut, won a Tony Award on Sunday for writing the 15-song score to "Kinky Boots" and Christopher Durang's comical "Vanya and Sonia and Masha and Spike" has won the best play Tony.

Lauper thanked her old friend Harvey Fierstein, the book writer for "La Cage aux Folles" and "Newsies," to lure her to Broadway. "Kinky Boots" also won for choreography and two technical awards, and Billy Porter won for leading man in a musical.

Porter beat "Kinky Boots" co-star Stark Sands and said he would share the award. But "I'll keep it at my house," he joked.

Durang, whose other works include the play "Beyond Therapy," was a Tony nominee for "A History of the American Film" and his "Miss Witherspoon" was a Pulitzer Prize nominee in 2006.

Girls were having fun elsewhere as well, as Diane Paulus and Pam MacKinnon both won for directing ? the first time women won directing Tonys for both a musical and a play in the same year.

Paulus won her first Tony for directing the crackling, high-energy revival of the musical "Pippin." MacKinnon won for directing the play "Who's Afraid of Virginia Woolf?," a year after earning her first nomination for helming "Clybourne Park." Her revival of Edward Albee's story of marital strife won the best play revival and earned Tracy Letts his first acting Tony, beating Tom Hanks.

Andrea Martin, 66, who won as featured actress in a musical, plays Pippin's grandmother and sings the music hall favorite "No Time at All," stuns audiences nightly by doing jaw-dropping stunts that would make someone a fraction of her age blanch.

The Tonys are being broadcast live by CBS from Radio City Music Hall. Neil Patrick Harris is back for his fourth turn as emcee and leads a show featuring talented children and pulse-pounding musical numbers.

The big, opening number started with Harris simply holding a guitar in a pub like "Once" but quickly morphed into a flashy razzle-dazzle number that showcased performers from almost a dozen musicals ? and even ex-boxer Mike Tyson dancing. Harris sang "It's bigger! Tonight it's bigger," jumped through a hoop, vanished from a box and promised a "truly legendary show" before glitter guns went off.

Courtney B. Vance won for best featured actor in a play for portraying a newspaper editor opposite Tom Hanks in "Lucky Guy." He dedicated his award to his mother.

Judith Light won her second featured actress in a play Tony in two years, cementing the former TV star of "One Life to Live" and "Who's the Boss?" as a Broadway star.

She followed up her win last year as a wise-cracking alcoholic aunt in "Other Desert Cities" with the role of a wry mother in "The Assembled Parties," in which she goes from about 53 to 73 over the play's two acts.

"I want to thank every woman that I am in this category nominated with: you have made this a celebration, not a competition," she said.

Gabriel Ebert of "Matilda the Musical" won as best featured actor in a musical. He thanked his four Matildas and his parents, stooping down to speak into the microphone.

"Kinky Boots" and "Matilda the Musical" are the front-runners for top musical, while those for best play are "Vanya and Sonia and Masha and Spike" and "The Assembled Parties."

Lauper and Harvey Fierstein have given "Kinky Boots" ? originally a 2005 film about a failing shoe factory that turns to making drag queen boots ? a fun score and a touching book that celebrates diversity.

"I want to thank Harvey Fierstein for calling me up. I'm so glad I was done with the dishes and answered the phone," Lauper said.

The import "Matilda the Musical" is a witty, dark musical adaptation of the novel by Roald Dahl that is still running in London. Its leading woman is actually a man ? Bertie Carver, who plays the evil headmistress Miss Trunchbull.

Others musicals hoping for awards include the acrobatic "Bring It On: The Musical," the hit-heavy "Motown the Musical" and "A Christmas Story, the Musical," adapted from the beloved holiday movie. Top musical revivals include an updated "Rodgers + Hammerstein's Cinderella" and a cracking revival of "Pippin" with a circus feel.

Some of the telecast highlights included the stunning kids on Broadway ? the orphans in "Annie," the actor Raymond Luke Jr. as a pre-teen Michael Jackson in "Motown the Musical," and the dancing tots in "A Christmas Story, the Musical" ? especially the young tap dancer wizard Luke Spring ? plus the four young women in "Matilda."

Harris got his face licked by the dog playing Sandy in "Annie," made fun of Tyson and Shia LaBeouf, who left a revival of "Orphans" before the show opened and then tweeted about it, and joined with "Smash" star Megan Hilty, "Go On" star Laura Benanti and former "The Book of Mormon" star Andrew Rannells to skewer theater stars who seek fame on TV with a twisted version of "What I Did For Love" from "A Chorus Line."

Kenneth Posner, surprisingly, did not take home the award for best lighting design of a musical. Of the four shows in the category, Posner had been nominated for three ? "Kinky Boots, "Pippin" and "Rodgers + Hammerstein's Cinderella." But he lost to his only competitor, Hugh Vanstone, who designed the lighting for "Matilda the Musical."

The nominators ignored some big-name talent who graced Broadway stages this season, including Bette Midler, Jessica Chastain, Al Pacino, Katie Holmes, Paul Rudd, Alec Baldwin, Alicia Silverstone, Sigourney Weaver, Cuba Gooding Jr. and Scarlett Johansson.

Presenters include some of the A-listers overlooked for nominations as well as Jesse Eisenberg, Jon Cryer, Jake Gyllenhaal, Anna Kendrick, Zachary Quinto, Sally Field, Audra McDonald, Alan Cumming and Jesse Tyler Ferguson.

The Tony winners were picked by 868 Tony voters, including members of The Broadway League, American Theatre Wing, Actors' Equity, the Dramatists Guild, Stage Directors and Choreographers Society as well as critics from the New York Drama Critics Circle.

The awards telecast faces competition for attention on Sunday night from an episode of "Mad Men" on AMC and Game 2 of the NBA finals between San Antonio and Miami on ABC. Last year's telecast was seen by 6 million viewers, down significantly from 2011's 6.9 million.

The awards cap a somewhat grim financial season on Broadway in which the total box office take was flat and the number of ticket buyers slipped 6 percent. Both numbers were blamed in part on Superstorm Sandy, but high ticket prices and the lack of long term audience growth has many worried.

Indeed, chemical energy is fed into the cells' constituents and is transformed into mechanical work through the assembly of its internal filaments, made of a polymer called actin, and a protein that functions as a tiny motor, called myosin. Both provide the active gel-like substance found in cells with a spontaneous tendency to contract. As a result, the cells can either maintain or change their shape, or even adhere, spread, divide and crawl.

In this study, the authors have created hydrodynamic models of active gels to model the cell cortex, whereby the active gel is polymerising at the surface and depolymerising throughout the gel as a whole. They first derived the equations providing a coarse-grained description of cortical dynamics, then calculated the configuration in which their model was in a steady state..

They found that for sufficiently high levels of contractile stress it consisted of a dense layer near the membrane, which abruptly cut off beyond a certain thickness. The key advance in their model is the inclusion of gel disassembly throughout the system, and the contractility due to molecular motors.

And though they?ve faced two great rim protectors ? Joakim Noah and Roy Hibbert ? in the last two rounds, they rank first and fifth in the postseason.

Shane Battier and Ray Allen were the guys shooting from the corners. Battier led the league with 88 corner threes, while Allen ranked eighth with 63. And though they?ve faced the two teams ? Chicago and Indiana ? who allowed the fewest corner threes in the regular season, the Heat have still hit 48 of them (3.0 per game) in the playoffs, with Allen (15), Battier (11), Norris Cole (7) and Chris Bosh (6) making up most of that total.

The Spurs ranked fourth by allowing their opponents to shoot just 57.4 percent in the restricted area in the regular season. And when Tim Duncan and Tiago Splitter were on the floor together, opponents shot just 50.9 percent in the restricted area (just slightly higher than the 50.8 percent that Indiana opponents shot when Hibbert and David West were on the floor). Neither Duncan nor Splitter is the individual deterrent that the 7-foot-2 Hibbert is, but they protect the rim well.

The Spurs allowed just 156 corner threes in the regular season, the seventh fewest in the league, and have allowed just 1.9 per game in the playoffs.

As they were in Game 7 on Monday, trips to the free throw line are also a key component to the Heat?s offense. But the Spurs ranked second in opponent free throw rate, allowing just 24 free throws per 100 field goal attempts. The Pacers liked to talk a lot about defending without fouling, but the Spurs really do it.

The numbers favor the Spurs? defense against the Heat?s offense. But James has been on the floor for only 39 of the 4,673 minutes (0.8 percent) the Spurs have played this season. And he has the ability to make a great defense look bad.

San Antonio offense vs. Miami defense

Like the Heat (and Thunder), the Spurs shoot the ball well from everywhere. They ranked fifth in field goal percentage from the restricted area, fifth from elsewhere in the paint, second from mid-range, sixth from the corners and seventh on threes from above the break.

Though they didn?t finish at the rim as well as the Heat did, the Spurs took a greater percentage of their shots from the restricted area than Miami. Splitter (274), Duncan (229) and Tony Parker (229) all ranked in the top 40 in buckets at the basket and all shot them at a percentage much higher than the league average (59.4 percent).

San Antonio ranked third in corner threes, with Danny Green (second with 73) and Kawhi Leonard (18th with 52) ranking in the top 20 for individuals.

The Heat ranked sixth in defending the restricted area and second in defending corner threes. They also ranked fourth in forcing turnovers, while the Spurs ranked 10th in taking care of the ball.

Lineups

The Eastern Conference finals showed how important a bench can be. Over the seven games, the Pacers were a plus-46 with all of their starters on the floor, but a minus-74 whenever one or more of them rested.

The Spurs? depth has been critical. In the playoffs, they?re just a plus-11 in 134 minutes with their starting lineup on the floor, scoring less than a point per possession.

All other San Antonio lineups are a plus-131 in 562 minutes, scoring an efficient 108 points per 100 possessions. The Spurs have been particularly lethal (115.5) in 132 minutes with Matt Bonner and Ginobili on the floor together.

Miami?s reserves have been nearly as important. Its starters are a plus-53 in 234 playoff minutes together, strong on both ends of the floor. But the Heat suffer little drop-off when they go to their bench. All other Miami lineups are a plus-100 in 538 minutes in the postseason, scoring 109 points per 100 possessions and allowing just 99.

It helps that James, averaging 41.2 minutes per game in the postseason, has been part of a lot of those bench units. And the Heat?s minutes with James on the bench in this series will be critical.

Any foul trouble could be an issue for either team as well. But it?s not like fans of either squad will need to close their eyes when they go to the bench, as Pacers fans surely did over the last month.

Prediction

With the best pick-and-roll point guard in the league and plenty of perimeter shooting, the Spurs have the perfect offense to make the Heat pay for their aggressive D. And history tells us that when a great offense goes against a great defense, the great defense has the advantage more often.
