Entertainment industry petitions congress for permission to use ...

A recent report titled the ?IP Commission Report?, and written by the "Commission on the Theft of American Intellectual Property" has raised a few eyebrows recently due to some rather controversial recomendations contained in the report.??

The? 90-page document's objective was to assess the causes and scale of international intellectual property theft (Piracy), as it affects the entertainment industry and the economy of the U.S. as a whole.?

What makes some of the recommendations so controversial is that it says the entertainment should be able to attach spyware, trojans or other types of code such as ransomware that could help in thwarting IP theft. ?It would also give the entertainment industry the advantage of tracking those who commit IP theft on-line no matter their location.

The most controversial segment contained in the report is found under the section heading, "Threat-based Deterrence against Targeted Hackers?, chapter 13, page 81, and under the recommendation ?Support efforts by American private entities both to identify and to recover or render inoperable intellectual property stolen through cyber means" ? it reads in part,

Additionally, software can be written that will allow only authorized users to open files containing valuable information. If an unauthorized person accesses the information, a range of actions might then occur. For example, the file could be rendered inaccessible and the unauthorized user?s computer could be locked down, with instructions on how to contact law enforcement to get the password needed to unlock the account. Such measures do not violate existing laws on the use of the Internet, yet they serve to blunt attacks and stabilize a cyber incident to provide both time and evidence for law enforcement to become involved.

The next opinion comes on the same page under the recommendation title, ?Reconcile necessary changes in the law with a changing technical environment?, and reads in part,

While not currently permitted under U.S. law, there are increasing calls for creating a more permissive environment for active network defense that allows companies not only to stabilize a situation but to take further steps, including actively retrieving stolen information, altering it within the intruder?s networks, or even destroying the information within an unauthorized network. Additional measures go further, including photographing the hacker using his own system?s camera, implanting malware in the hacker?s network, or even physically disabling or destroying the hacker?s own computer or network.?

The ?Commission on the Theft of American Intellectual Property? may appear to be some kind of bipartisan group backed by the U.S. government, but in fact it is not and supported by the "National Bureau of Asian Research (NBR)". ?It was also backed by the ?Slade Gorton International Policy Center?, which is named for one of the commission members, former Republican Senator Slade Gorton of Washington State.?? The chairman for the report was Dennis C. Blair, who served as the former U.S. Director of National Intelligence, along with co-chair Jon M. Huntsman, Jr., who was once the Governor of Utah and U.S. Ambassador to China.

In total the report makes 21 recommendations and to some it may be the entertainment industry?s coy way of invading our private lives.? The report even celebrates the Cyber Information Sharing and Protection Act, a.k.a., CISPA, which was passed by the House of Representatives in April of this year, and currently awaiting approval by the Senate. ?

Many privacy rights advocates were strongly opposed to CISPA, and even the President states he would veto the bill if it made it to his desk.

Two dead, five hurt in Texas shooting spree

(Reuters) - A gunman randomly firing from his pickup truck killed one person and wounded five, including the sheriff of Concho County, Texas, on Sunday before the suspect was killed in a shootout with law enforcement, officials said.

Authorities recovered an assault rifle, a handgun and hundreds of rounds of ammunition from the suspect, who was said to be 23 years old and from North Carolina. The name was withheld pending notification of relatives, the Texas Department of Public Safety said in a statement.

The statement identified the dead victim as Alicia Torres, 41, who was shot dead in her car, the statement said.

The Texas Rangers, local law enforcement and Texas Parks and Wildlife were investigating multiple scenes in Concho County, about 250 miles southwest of Dallas, following the early morning shooting spree.

The first incident took place about 4:30 a.m. when the suspect opened fire on vehicle near Eden, wounding a woman, who was later hospitalized in San Angelo, the statement said.

The suspect wounded two more people a short time later as they sat in their vehicle outside a convenience store in Brady, and then returned to Eden, where he fired on another vehicle and wounded another person. Those three were treated and released.

About 6 a.m., Torres was found shot to death in her car in Eola.

Some 15 minutes later, Concho County Sheriff Richard Doane encountered the suspect on a highway north of Eden. The sheriff was wounded and taken to a San Angelo hospital with non-life threatening injuries, the statement said.

The gunman was killed in a shootout with a Highway Patrol trooper and game warden who arrived to assist the sheriff, the statement said.

Jennifer Mosher, Editor: Why marketing is the hardest task for self ...

My younger daughter works with me. Technically, she works for me, but we get on so well at the office that I think in terms of her working with me.

She spent her gap year working with me, and by the time her gap year was finished, she'd worked out that the last thing she wanted to do was go to uni full-time. Instead, she kept working for me, signing up for various online courses in graphic design, web development etc, and wrote a book. That's right: at the age of 20, she became a published author. And not just any book - it's a full-colour, magazine-style guide to help teenage girls through those difficult years.

We knew she was writing it, and had a photographer friend (Darren Phillips of Darphi Images) doing the photos (in some of the worst weather imaginable), and had managed to get contributions?from a UK 'triple threat' performer (Ben 'R-Tizt' Francis from Luminites) and a careers advisor from New Zealand (Tracy Keith of TMK Consulting), and we helped a little bit here and there as taxi drivers, but for the most part we kept out of it as it was her project.

We expected it to be reasonably good - we had seen the effort she'd been putting into it over two years - but we had no idea how good the book would be, until she showed it to us laid out, formatted, and almost ready to print. And that's when I said, 'Please don't take this to a traditional publisher - please let's do it ourselves.' I still don't quite know why. Perhaps I was worried that they might insist on certain changes to the book, taking it away from what she believed would be best. Or that they would push her into doing?appearances?and things that she wasn't ready for. Or that they would make more money out of it than she did. Perhaps that was it. I knew she would get 10% of the RRP of every book sold, but what if they were making 20% of the RRP after production and promotion? That just wouldn't be fair.

So we funded the printing, and put it out under our own MoshPit Publishing label, which was a good exercise for us anyway as we'd not published a colour book before.


Now, you would think it would be easy to sell a book called The High School Survival Guide - a handbook for the modern teenage girl, wouldn't you??Apparently, not so!

First off, you have to help your author not be embarrassed about having written such a full book at such a young age. My daughter is a reasonably humble kid, and once the book came out, she suddenly wanted to hide. Turns out it is much easier to say 'I'm writing a book' than it is to go around saying 'I have written a book'. Once you've written and?published your first book, you feel like just a teensy bit of a wanker! It gets easier with the second book as by then you start to feel that actually are an author, rather than an imposter. But there's a bit of mind shift with?that?first book.

Once you get your author to?believe?in their book, and themselves, the next thing you have to do is raise awareness of the book so that people will buy it. That's all well and good: we have the internet, we have a shop front, we have our online shop, and we've been able to stock it in a pharmacy and a book store in the local area from time to time. We've done mail outs to high school librarians and school counsellors. Ally has presented in front of 30 high school?liaison?officers. She has written articles for magazines and sent copious copies, in both print and ebook formats, to many magazines and parenting sites. As a mother-daughter/publisher-author team we've presented a double act in front of 170 junior high school girls (now that was an interesting hour!). The book is?available?on Amazon, and from our own online shop, and it has its own website and Facebook page.

But you know what??That's?just not enough. We've?managed?to sell some bulk orders to some high schools for their libraries, but generally speaking, it's one book at a time.

Now, I know part of the reason is that it's not cheap. At $34.95 it's not the sort of spur-of-the-moment book you grab as you're trawling the internet. But it's also not the sort of book you ignore. With young girls falling victim to the most horrendous side effects of low self esteem and poor parenting these days, you would think that so many adults would see it and think 'I must invest in that for my daughter/granddaughter/niece etc'. But no.

So we've?developed?ebook versions (at $4.99) and a free sample which means that potential buyers can decide if they want to invest in the print copy or not. And still it's not enough. And do you know why?

Because there are millions of books out there. Millions. And while there are millions of potential buyers, they need to come into contact with your book. They need to see it probably more than once before they commit to buying it. It has to be a book that they're going to be interested in. And it has to be there, ready and available for them to buy it, at that moment that they decide that this the book that they're going to buy next.

So if you're a self publisher and you're finding it hard to shift your book, don't despair. It doesn't mean (necessarily) that what you've written is crap. It doesn't mean (necessarily) that no one is interested. It is all about being in the right place at the right time.

The best advice I can give you is:

1. Be sure that you've written a good book. See if you can get some sort of feedback from people you don't know - people who are more?likely?going to be honest with you. If perhaps the feedback you're getting suggests that your book isn't as good as you thought it was, then consider pulling it off the 'shelves', polishing it up, and then re-releasing it. If the feedback suggests that it has too many errors, then at least get it proofread prior to re-release. Of course, if you've gone ahead and had 2,000 copies printed and they're taking up parking space in your garage, this isn't so much of an option for you.

2.?Get reviews! Wherever it is up for sale on the internet, ask people you know who have read it to log on and review it. However, make sure you ask them for honest reviews. The worst reviews are glowing five-star reviews from people who are clearly your friends and relatives. One of the most honest five-star reviews I have read was for J-L Heylen's book Wisdom Beyond Her Years. A buyer called KB admitted that they were a bit sceptical, but found it worth the read, despite saying?that the book was a little too ''explainy' for my personal taste, I think we can put that down to this novel being the author's first' and 'Wisdom Beyond her Years is not high literature, but it is a whole lot of fun'.

3. Don't be afraid to change the cover of a print on demand or ebook version. Ally recently changed her cover to the one above from the plainer, less emotional one below, and sold a print version on Amazon almost straight away:


4. Make sure that you or the book have some sort of website. It's all well and good?having a?social media presence, but you also need to be able to reach those people outside of social media - not everybody has a Facebook or Twitter account!

5. Set up author pages and profiles. If you have published through outlets such as CreateSpace, KDP or Smashwords, then take advantage of free marketing opportunities such as the Amazon Author profile page (see mine here:?http://www.amazon.com/Jennifer-Mosher/e/B00BO1OCTY/?for an example) and the Smashwords author profile page.

6. Think laterally. Ally recently wrote?10 Tips for Surviving Teenage Daughters for SchoolMum.net and organised the free sample as a result of a request from Family Deal Friday. This is not sales, it is marketing. And if all the dominoes are lined up correctly, marketing?leads to sales.

7. Find magazines and blogs which need content and send them details of your book. Family Australia Magazine were happy to include The High School Survival Guide on page 6 of their Autumn issue as one of their 'What We Love' items. A good source for Australian writers is SourceBottle (all puns intended!)

8. Keep writing. Write another book, get it out, then use your books to cross promote the other. Ally is now developing plans for a text-only book (rather than an illustrated one) aimed at parents and guardians to complement the girls' book.

9. If you believe in it, don't give up. Keep your eyes and ears open for opportunity and keep plugging it. If it's an ebook or a print on demand book, then time is on your side.?

10. Spread your message as far and wide as you can. You can't expect family and friends to do all your sales work for you!

11. Enter?appropriate?awards. Ally entered her book in the 2012 Global Ebook Awards AND won the best book in the non-fiction teenage literature category! 12. Ore. teen accused of planning to attack school

(AP) ? An Oregon teenager intended to blow up his school in a plot "forged and inspired by the model of the Columbine shootings" and he will be charged with attempted aggravated murder, a prosecutor said late Saturday.

Grant Acord, 17, will be charged as an adult and also faces six counts of manufacturing and possessing a destructive device after investigators found six bombs in a secret compartment in his bedroom, said Benton County District Attorney John Haroldson.

Acord was taken to a juvenile jail Thursday night after police received a tip that the youth was making a bomb to blow up West Albany High School, located about 75 miles south of Portland.

He said Acord had written plans, a checklist and a specific timeline for the attack. The bombs investigators found included pipe bombs, Molotov cocktails, a Drano bomb and a napalm bomb, Haroldson said.

Police found no bombs during a search of the high school.

Haroldson declined to provide the specific date Acord allegedly planned to attack the school, but said it would be included in court paperwork to be filed after the Memorial Day weekend.

"That said there were also some indications that it could happen at any time, too," Haroldson said. "So you have - A -the methodical planning and then - B - I suppose he could get really excited about it and go early."

Acord is a junior. Haroldson said he's not aware that the youth had any major problems, such as a suspension, at school.

"In any case that you have a young person that in essence plans to take a video game approach to killing people at school, you have to take a close look at the mental health issues," he said. "And the process will certainly provide for that once he's represented by counsel."

Phone listings did not appear to be available for either of the boy's parents to reach them for comment Saturday.

The Associated Press was not able to determine who would represent the boy in court.

The district attorney said it did not appear the teen was targeting a specific person or group of people. He said Acord will likely be arraigned Tuesday in Benton County Circuit Court in Corvallis.

"I can't say enough about how lucky we are that there was an intervention," the district attorney said. "When I look at the evidence in the case, I shudder to think of what could have happened here."

Customers' data counters reset for holiday weekend

Good news for EE customers in the UK this weekend -- the operator has announced that by way of apology for network issues earlier this week, all customers will have their data counters reset to zero. That means however much of your monthly data allowance you'd used, it'll reset to zero this weekend, allowing you to use an extra portion of data before your monthly billing date.

We've confirmed that our own account's meter was reset to zero as of this morning, and it looks like the changes apply to data-only contracts as well as regular phone customers. In fact, the reset seems to apply to all EE customers, regardless of whether you were affected by the recent outage.

Do I Need Cycling Specific Shoes? - Cycling Utah

The short answer is yes, because cycling shoes are designed to make riding easier. The unique feature of cycling shoes is a very stiff sole. This stiff sole allows the rider to apply power to the pedals without straining the muscles of the foot. In addition, the shoes are designed for specific clip in pedal systems. Together, this makes riding more efficient, more comfortable and more fun. There is, however, a wide range of shoes available; how do we choose? Some riders, racers for example, will want the lightest, stiffest, highest performing shoes available. Others, such as mountain bikers or cycle-tourists need a shoe they can walk in. Once we find a shoe that suits our needs, how should it fit? When selecting shoes, many features are common to both mountain and road shoes so it is important to consider if we want a shoe for a single or multi-purpose.

Take mountain bike shoes, for example. These are shoes which can be used on both road or mountain bike. A top of the line mountain bike racing shoe will have a lightweight, stiff carbon composite midsole to transfer all the riders power to the pedals. This shoe is also very light. Weighing in at approximately 350 grams, these shoes are nearly the same weight of a sport road shoe.. Other features of top of the line shoes include supple mesh and durable reinforced leather uppers fastening with a buckle and Velcro straps. The ratcheting plastic buckle provides excellent adjust-ability and good foot holding security. Finally, an aggressive knobby tread and the option for toe spikes allows the rider to walk or run on a variety of surfaces. Sport level mountain bike shoes, at a lower cost, will have a nylon or fiberglass composite mid sole and 2 or 3 Velcro straps. The soles on this level shoe will also be a little softer flex in the toe which adds to walk-ability. This can be a good choice for recreational road riders or tourers who may be spending time off the bike having lunch, coffee, or aid station breaks on century rides. The most basic mountain bike shoe is sometimes referred to as the ?hike-a-bike shoe.? The heaviest in the category, not only does it look like a hiking shoe, it walks like one too. These shoes still have a stiff midsole for cycling, but in front of the ball of the foot the sole is flexible to allow for walking. The outsole also has a rubber tread for traction on all surfaces. This used to be one of the more popular choices for touring riders until the introduction of dedicated touring road shoes.

The entry level road category starts with lightweight road touring shoes. Weighing less than all but the highest end mountain bike racing shoes, touring road shoes are the best choice for the recreational cyclist that wants a shoe with a walkable sole( great for spin class). The best features of this category of shoes are lightweight Velcro straps, a stiff, yet walkable midsole combined with a rubber outsole and recessed cleat area similar to mountain bike shoes. This allows the rider to walk with a normal step. As in the mountain category, higher level shoes become lighter and stiffer. Keep in mind, now, these shoes are not designed for walking. The difference is a smooth outsole with an exposed cleat mounted on the bottom. The absence of the traction tread greatly reduces the weight of the shoe. The smooth sole also allows a pedal system with a larger area to distribute pedal pressure under the foot for comfort and power. Another unique feature of road shoes is air vents in the sole. Sport and performance category road shoes begin to incorporate fiberglass and composite carbon fiber in the mid-soles. Also, the fastening system becomes more secure, offering three Velcro straps or 2 straps and a ratcheting buckle.

For the highest performance nothing beats a top of the line road shoe. As with most cycling equipment, the lighter it is the better. At this level shoes will weigh approximately 250 grams or less, with the lightest coming in right around 200 grams (each). To reach this lightweight, nothing is held back. The soles are now 100 percent carbon fiber. The plastic ratchet buckle is replaced with a lighter third Velcro strap. The lightest, most supple materials in the uppers to save weight and achieve the best fit. One thing they don?t scrimp on at this level is fit. Some of these top level shoes have heat moldable footbeds and in some cases, heat moldable uppers. This customization is the ultimate in shoe fitting. Which brings up the question, how do we size a cycling shoe?

As with most sporting footwear, we want to have a snug fit in the forefoot area, which is from the ball of the foot to the ankle. When shopping for shoes, try to visit the store in the afternoon (well before closing time) because feet tend to swell a little throughout the day. Bring the socks you intend to use or purchase some there. If you use a supportive footbed, be sure to install that in each shoe also. Keep in mind that sizes are not the same across all brands so it may take a few minutes to find your range. As you try on each shoe, begin adjusting the straps from toe to heel. Then, stand up and level your foot as if you are pedaling. Try to get a sense for where the toes are. They should be close to the end. If the shoe fits well there is little risk of toe bang. Many people have one foot longer than the other and those of you have to decide for yourself if you want one loose shoe or one tight shoe (I personally opt for one tight shoe). Sit back down, grab the shoe and wiggle it on the foot. Test the heel. A little slip is fine. Readjust the straps and repeat. A proper fitting shoe will have a snug forefoot, room for the toes and a snug heel. When you?ve found a pair you think fits, try a smaller one. It?s the only way to tell.

With so many brands and models of cycling shoes available, it?s easy for every cyclist to find a shoe to suit their needs. In fact, there is really no longer a need to have shoes do double duty. Good shoes are available for every budget and fit. For women there are low volume (forefoot height) shoes with a narrow heel. For men there is now both a regular and wide fit. There are lightweight, flexible soled shoes for tourists. For mountain bikers there are a full range of shoes from hike-a-bike style to stiff racing shoes with traction tread and spikes for mud. Road riders get the best of the lot ranging from basic to the most advanced with the lightest, stiffest carbon fiber soles, advanced fastening systems and custom fitting capability. For all cyclists, the best shoe is a cycling shoe.

(AP) ? When the French Open starts Sunday, Roger Federer will be in his 54th consecutive Grand Slam tournament.

That run dates to January 2000 and is the longest among active players. If he enters Wimbledon and the U.S. Open later this year, he'll tie the record of 56 in a row set by Wayne Ferreira from 1991-2004.

Federer says it reflects great stamina and an injury-free career. He's not simply showing up, of course: Federer has reached at the least the quarterfinals at the past 35 majors, winning a record 17 titles.

Rafael Nadal, meanwhile, is returning to Grand Slam action at Roland Garros after nearly a year's absence, while past U.S. Open champions Andy Murray and Juan Martin del Potro both withdrew from the French Open because of health issues.

Fast & Furious 6: Made for fans

Fast & Furious 6 will delight fans of the franchise, because there is more of everything. But as a movie, Fast & Furious 6 gets two out of four stars.

Ever wonder what it would feel like to suddenly wake up in another universe?

You could find out, perhaps, by joining the next space mission to another galaxy, or, slightly easier, you could go to your local multiplex and watch "Fast & Furious 6" without having seen the first five movies.

Should you decide to undertake this anthropological experiment, you'd immediately discover there are things everyone except you already knows. For example: jokes about baby oil and big foreheads are very funny in this universe. Cars, of course, are the most important thing, and of course there are no speed limits. Weapons come next on the list, and the bigger the better ? but in one-on-one physical combat, bald heads are surprisingly effective. Speaking of those fights: They're brutal, yet somehow, no organs get damaged and even bruises are minimal.

And oh yes, bikinis and bottoms are important. Not bikini bottoms ? well, those too ? but bottoms in bikinis. What this has to do with car racing is not entirely clear.

Most importantly, in this universe, there is no such thing as "less is more." More is always more, and so, "Fast & Furious 6" will delight fans of the franchise, because there is more of everything here. Director Justin Lin gives us not only great cars doing ridiculous things at ridiculous speeds, but also a huge army tank and a great stunt involving a giant cargo plane.

Newcomers will be a little confused as to who everyone is, since there is little explanation at this point, but fans will be glad to know their favorites are back, starting with Vin Diesel's Dom, the hotshot driver with the clean-shaven head (the better to butt other heads with) and a strong sense of family. When we first see him, he's careening down a winding cliff road in the Canary Islands with cohort/former cop Brian O'Conner (Paul Walker). Turns out they're heading to the hospital, where O'Conner's wife (and Dom's sister), Mia (Jordana Brewster, in a small role this time) is giving birth. A sweet family moment.

Meanwhile, Dom, on the lam from the U.S. and hugely wealthy from his last venture, is shacked up in a sunny love nest with a gorgeous Brazilian cop (Elsa Pataky). Who needs to work? That's what he tells Hobbs, the insanely buff federal agent played by Dwayne Johnson, when he comes calling, a nemesis from the last film who's now promising immunity in exchange for Dom's help. He wants Dom to nab a villain named Shaw (Luke Evans) ? he's the snarly guy with the tank and the plane and a huge military arsenal which is one little component short of wreaking total havoc.

A reluctant Dom gets on board when he learns that Letty, his former love (Michelle Rodriguez) is working for Shaw. But wait ... wasn't she dead? Well, actually she's alive, but she has amnesia. Anyway, the game is on.

Happily, amid all the noise, the races ? there's a terrific one through the streets of downtown London ? the crashes and the outlandish stunts, there is some humor, and it's very welcome. Particularly funny are Tyrese Gibson as Roman and Chris "Ludacris" Bridges as Tej, Dom's partners in crime. Also back for more adventures are the attractive duo of Han (Sung Kang) and Gisele (Gal Gadot); Gina Carano is a newcomer as an agent whose fighting skills give Letty a run for her money.

Not everyone gets out alive. As for the lucrative franchise, though, it's more than alive and kicking, judging from the new film's overseas success. A post-credits sequence teases the upcoming seventh film. In the "Fast & Furious" universe, it's not just international criminals who rake it in.

"Fast & Furious 6," a Universal Studios release, is rated PG-13 for intense sequences of violence and action and mayhem throughout, some sexuality and language. Running time: 130 minutes. Two stars out of four.

Dot Earth Blog: Old Batteries Crossing Borders Leave a Toxic Lead Trail

The following ?Your Dot? post, on the toxic trail of lead left by recycled car batteries, comes from Richard Fuller, the president of the Blacksmith Institute. This nonprofit group focuses on ways to clean up glaring pollution problems in poor places. I first wrote about Fuller and Blacksmith in a 2002 article, ?Looking For Messes That Are Easy to Fix.? They?re still at it. Here?s Fuller?s piece:

Several weeks ago, one of the largest car battery recyclers in the world had its?operations suspended?at its plant in Vernon, Calif.? The plant, which recycled about 40,000 lead acid batteries a day, had been discharging toxic lead into the environment over many years.?

While missteps by large recyclers in rich countries make the news, they are not the main problem with this toxic heavy metal when the view is global. As car use grows in India, China and other developing countries, so does the recycling of used batteries.

The issue? Over 50 percent of the world?s lead-acid batteries are recycled informally by small family-run backyard operations that are totally unregulated.?This happens in every city in the developing world, often in dense urban areas. Batteries are broken down by hand and smelted in kitchens with children playing nearby.? Informal?battery recycling?is the?cause of one of the world?s worst pollution problems.

If lead contamination can happen in the United States, where battery recycling is supposed to take place in sealed plants with scrubbers and lead detection monitors, imagine the amount of lead that leaks into the environment from these small operators.?According to a 2011 Blacksmith Institute?s?2011 report,?most lead contamination from battery recycling operations is the result of locally owned small- and medium-scale operation.

In 2008, the community of Thiorye Sur Mer in Dakar, Senegal, paid a heavy price.?Some 40,000 people in the community were exposed to toxic lead dust from informal battery recycling, resulting in the death of 18 children under the age of five. Some of the surviving children tested by Blacksmith were found to have over 150 ?g/dl of lead in their blood, over 30 times the American safety threshold.

While efforts are being made to regulate the collection, transportation, storage and recycling of used lead acid batteries in Senegal, none of this will help without education and awareness.? The battery recyclers of Thiorye Sur Mer will only change the way they work if they understand how dangerous their actions are, and if they are shown an alternative and safer way to make a living.

With tightening regulations in the United States and other developed nations, more and more batteries are being exported, legally and illegally, to countries where they can be recycled more cheaply and with fewer regulations.??A report released in February?faults the United States for not following procedures related to the shipment of hazardous waste, and estimates that about 20 percent of lead-acid batteries from this country are shipped to Mexico. Batteries from Europe have been tracked to Africa.? And many others end up in China and beyond.

While the movement of batteries across borders should be tightened, and regulations in countries should be enforced so that large recyclers in the United States and other countries have to comply with laws, more attention has be paid to the thousands of small operators who fly under the radar. Otherwise, the problem will remain because breaking up batteries by hand to retrieve lead, while dangerous, is profitable work, and there will always be takers especially in poorer countries.

Because battery recycling is such big business, perhaps a symbiotic relationship can be explored where we bring together large battery recyclers and battery manufacturers with small operators.?At Blacksmith, we are already working with industry groups like the International Lead Management Center to offer advice and assistance to developing countries. Rather than seeing large battery recyclers and manufacturers as part of the problem, they can be part of the solution.? Indeed, they have the resources and incentive to be part of the solution.? Only when the thousands of small backyard operators are brought together to work with the industry can we start to ensure that proper recycling of batteries will take place without poisoning entire communities.

Exclusive: DBRS to rate all euro zone sovereigns by year-end

NEW YORK (Reuters) - DBRS plans to rate the credit of all euro-zone sovereigns by year-end, from the current 10 of 17, which will give the now-missing countries one more way for the ECB to weigh how valuable each nation's debt is as collateral.

The move is part of a larger push at DBRS to rate more sovereigns, from the current 26 to closer to 50, including a broader expansion in Asia.

"Our immediate target is to ensure that we have the whole euro zone covered," said Alan G. Reid, group managing director at DBRS.

"Then you'll see us building out maybe greater coverage within the European Union," he said, as well as ratings throughout Asia, where coverage is now limited.

DBRS is one of only four rating agencies used by the European Central Bank in figuring out whether to discount sovereign debt used as collateral by banks.

As a result, the planned coverage for Greece, Cyprus, Malta, Slovakia, Luxembourg, Estonia and Slovenia could give those countries one more opportunity to hold their bonds' value at the ECB as collateral for banks.

That's because the ECB, in determining how to value sovereign debt for collateral, uses the security's highest rating from among the four approved rating agencies.

Sub-A-rated bonds, for example, get an automatic extra 5 percent charge.

Last year DBRS was the only one of the four agencies to keep its Spain sovereign rating at A (low), saving Spanish bonds from that extra charge.

The ECB also considers ratings from Moody's Investors Service, Fitch and Standard & Poor's in its determination.

DBRS gained significance in Europe at the start of 2008 when the ECB added it to the list of firms whose ratings govern which bonds can be used as collateral in its lending operations.

MOUNT VERNON, Wash. (AP) ? The Interstate 5 bridge collapse into the Skagit River was caused by an oversize truck hitting the span, the Washington State Patrol chief said.

"For reasons unknown at this point in time the semi struck the overhead of the bridge causing the collapse," Batiste told an overnight news conference.

The truck made it off the bridge and the driver remained at the scene and cooperated with investigators.

Two other vehicles went into the water Thursday evening as the structure crumbled. Three people were rescued and are recovering.

Drivers should expect delays at the break in the major north-south highway about 60 miles north of Seattle. Detours have been set up to try to ease the congestion.

Batiste urged drivers to avoid the area if possible, especially over the Memorial Day weekend.

Dan Sligh and his wife were in their pickup truck on Interstate 5 heading to a camping trip when a bridge before them disappeared in a "big puff of dust."

"I hit the brakes and we went off," Sligh told reporters from a hospital, adding he "saw the water approaching ... you hold on as tight as you can."

Sligh, his wife and another man in a different vehicle were dumped into the chilly waters of the Skagit River. They were injured, but miraculously, authorities said it appeared nobody was killed in the bridge failure that raised the question about the safety of aging spans and cut off the main route between Seattle and Canada.

"We don't think anyone else went into the water," said Marcus Deyerin, a spokesman for the Northwest Washington Incident Management Team. "At this point we're optimistic."

Sligh and his wife were taken to Skagit Valley Hospital with non-life-threatening injuries. The other man was reported in stable condition at United General Hospital in Sedro-Woolley, hospital CEO Greg Reed said.

Sligh said his shoulder was dislocated in the drop into the water, and he found himself "belly deep in water in the truck." He said he popped his shoulder back in and called out to his wife, who he described as being in shock initially as they waited for rescuers to arrive in boats.

Traffic along the heavily travelled route could be affected for some time.

"The I-5 corridor is totally disrupted," said Gov. Jay Inslee, who went to the scene Thursday night.

"Thanks to the rescuers and a little bit of luck, we had three Skagitonians who made it out of the Skagit River alive," Inslee said.

The bridge was inspected twice last year and repairs were made, Transportation Secretary Lynn Peterson said.

"It's an older bridge that needs a lot of work just like a good number of bridges around the state," she said.

Transportation officials are working on plans for either a temporary or permanent replacement, she said.

The National Transportation Safety Board was sending an investigative team.

Trooper Francis said the portion of the four-lane bridge over the Skagit River collapsed about 7 p.m. Thursday.

Jeremiah Thomas, a volunteer firefighter, said he was driving nearby when he glimpsed something out of the corner of his eye and turned to look.

"The bridge just went down, it crashed through the water," he said. "It was really surreal."

The bridge was about 50 feet above the water. Deyerin said it appeared that two vehicles ? a car and the pickup with the travel trailer attached ? fell into the river. He said the water depth was about 15 feet, and the vehicles half-visible in the water likely were resting on portions of the collapsed bridge.

Crowds of people lined the river to watch the scene unfold.

"It's not something you see every day," said Jimmy O'Connor, the owner of two local pizza restaurants who was driving on another bridge parallel to the one that collapsed. "People were starting to crawl out of their cars."

He said he and his girlfriend were about 400 yards away on the Burlington Bridge when they heard "just a loud bang."

"Then we looked over and saw the bridge was down in the water," he said.

He pulled over and saw three vehicles in the water, including the camping trailer that landed upside-down, he said.

The bridge was not classified as structurally deficient, but a Federal Highway Administration database listed it as being "functionally obsolete" ? a category meaning that the design is outdated, such as having narrow shoulders and low clearance underneath.

The bridge was built in 1955 and has a sufficiency rating of 57.4 out of 100, according to federal records. That is well below the statewide average rating of 80, according to an Associated Press analysis of federal data, but 759 bridges in the state have a lower sufficiency score.

According to a 2012 Skagit County Public Works Department report, 42 of the county's 108 bridges are 50 years or older. The document says eight of the bridges are more than 70 years old and two are over 80.

Washington state was given a C in the American Society of Civil Engineers' 2013 infrastructure report card and a C- when it came to the state's bridges. The group said more than a quarter of Washington's 7,840 bridges are considered structurally deficient or functionally obsolete.

Democratic Rep. Judy Clibborn, who leads the transportation committee in the state House, said the bridge wasn't one that has been a focus for lawmakers.

"It is shocking that I-5 would have something happen like this," she said.

Clibborn said the collapse will call attention to the issues facing bridges ? especially the old bridge over the Columbia River that connects Vancouver and Portland, Ore.

Sligh said his wife was "doing OK" and that he had "lots of cuts."

"You're kind of pinching yourself and realize you're lucky to be alive."

Gov. Christie co-hosting 'Today' to promote N.J. shore

SEASIDE HEIGHTS, N.J. (AP) ? New Jersey Gov. Chris Christie is co-hosting NBC's "Today" on Friday morning as part of a campaign to proclaim that the state's shore is ready for business seven months after being devastated by Superstorm Sandy.

The governor, who has made several appearances on national talk shows, follows Laura Bush and Sarah Palin as political figures who have been guest co-hosts on the morning show.

Christie has spent this week as promoter-in-chief with a series of events designed to boost tourism ahead of Memorial Day weekend, when crowds usually start flowing to the beach.

The show is to be broadcast from Seaside Heights, where the storm swept a roller coaster into the ocean, making for one of the superstorm's iconic images.

The roller coaster was taken away this month, but Casino Pier, the seaside amusement park where it used to sit, plans to have 18 rides open this summer.

Up and down the coast, some boardwalks have been rebuilt ? though not the one here ? and beaches are open, though many of them are narrower this year. Southern New Jersey resorts such as Ocean City and the Wildwoods had relatively little damage.

When the storm hit in October, New Jersey sustained an estimated $37 billion worth of damage, with 360,000 houses and apartment units damaged.

Boosting the shore is important to New Jersey because tourism brings in more than $35 billion per year.

But some Democrats are complaining that Christie, a Republican, is promoting the shore as a way to promote himself as he seeks re-election this year. They take aim especially at a $25 million federally funded ad campaign for the shore. Christie and his family appear in a TV commercial as part of the campaign. He has said that not being in the ad because of fears of political criticism would have been a mistake.

The White House announced that President Barack Obama will tour the coastline with Christie on Tuesday.

Beer Architecture: 9 Classic American Breweries

Beer is a staple of Americana, so it's only suitable that the buildings where it's brewed are often classic examples of American architecture. Even though some breweries eventually fall into disrepair, either because the brewer shuts down or because it moves, many of those have been given second lives as loft apartments, hotels, restaurants, and shops.

So while you're imbibing this holiday weekend, don't just think about the flavor of the beer you're sipping?contemplate where it came from.


Anheuser-Busch: St. Louis, Missouri

The Budweiser Building is the oldest of the company's U.S. facilities. It still produces beer and is a symbol of the City of St. Louis.


Yuengling Brewery: Pottsville, Pennsylvania

D.G. Yuengling & Sons is the oldest operating brewery in America, making beer since 1829. It even continued during Prohibition, still producing nearly non-alcoholic near beer.

This is the original Coors, which has been located in Golden, Colorado since 1873. Of course it's now made in a much larger, modern facility.

Pabst Brewing Company: Milwaukee, Wisconsin

This is the former Milwaukee home for Pabst, which was was, at one point, the largest brewery in America. This building remained in stasis, largely abandoned for many years, but the city is trying to redevelop it as retail, offices, and apartments.


Spoetzl Brewery: Shiner, Texas

Somewhere between San Antonio and Houston, you'll find the home of Shiner Beer in a building that looks like a close cousin of the Alamo. Responsible for the delicious nectar that is Shiner beer, it was founded by a German immigrant brewer in 1909 and remains one of the largest independently owned and operated breweries in the country.

Pearl Brewery: San Antonio, Texas

Not far south of Spoetzl is the Pearl Brewery in San Antonio. It was founded in 1883, but this actual facility stopped pumping out brews in 2001. Here's another happy ending?it was turned into a cool, award-winning, LEED-certified spot with places to eat, drink, and shop.

New Belgium Brewery: Fort Collins, Colorado

New Belgium Brewery was started in the early 90s by a couple who actually cared about sustainability. The building was made from reclaimed materials, with features like chairs in the tasting room made from old bike rims or desks from used bowling lanes. And everyone that works for the Colorado company gets his or her own bike to ride to and from the beautiful building.

On the outside, it's a turn-of-the-century brick building in a historic district near downtown Kansas City. On the inside, it's a vintage Bavarian brewhouse.


America Brewery: East Baltimore

The Victorian-style American Brewery was built by a family of German immigrants in 1887, and grew to be the largest brewery in Maryland. The central tower was busy as a grain elevator. But the success didn't last?Prohibition forced the brewery to shutter, and it was eventually abandoned and left to decay. But again, someone recognized its beauty and its recently been restored and now serves as the headquarters for Humanim, Inc.

Genomic analysis lends insight to prostate cancer

May 23, 2013 ? Mayo Clinic researchers have used next generation genomic analysis to determine that some of the more aggressive prostate cancer tumors have similar genetic origins, which may help in predicting cancer progression. The findings appear online today in the journal Cancer Research.

"This is the first study to examine DNA alterations using next generation sequencing in adjacent Gleason patterns in the same tumor allowing us to correlate genomics with changes in pathology," says John Cheville, M.D., Mayo Clinic pathologist and one of the authors on the paper.

The standard method of evaluating prostate cancer biopsy samples is a numerical scoring system called Gleason grading. A pathologist examines the tumor sample under the microscope, giving it a Gleason score based on the pattern of its cells. Since many prostate cancers contain more than one pattern, the two most common patterns are added together to provide the Gleason score. The Gleason score is the strongest predictor of outcome, with high scores indicating more aggressive prostate cancer. This study focused on Gleason patterns of three and four (Gleason score 7), a combination that indicates a cancer with increased risk of progression.

"While each pattern had its own breakpoints, they shared identical ones, which implies a common origin," Dr. Cheville says. DNA changes associated with aggressive prostate cancer were identified in the lower Gleason pattern, indicating that genomic changes occurred before they could be recognized by a pathologist. By understanding these lineage relationships within a tumor, he says, physicians will be better able to predict progression of the cancer and, in turn, better manage patients including those who chose no treatment but enter a follow-up program called active surveillance.

To determine relationships among the Gleason patterns of each tumor sample the team used laser capture micro dissection, whole genome amplification and next generation sequencing. They examined 14 tumors and found over 3,000 unique chromosomal alterations among all tumors and 300 that appeared in at least two of the tumors. They also found that Gleason pattern 3 in each tumor had more alterations in common with its corresponding Gleason pattern 4 than it did with Gleason pattern 3 from other patients.

On Wednesday, Federal Reserve Chairman Ben Bernanke told the Joint Economic Committee of Congress that the Fed could start tapering its quantitative easing (QE) program during one of its next few FOMC meetings depending on economic data. QE is one of the Fed's economic stimulus programs, which is intended to lower interest rates through bond purchases.

Over in China, the Flash Manufacturing PMI unexpectedly plunged to 49.6 from 50.4 a month ago.? A reading below 50 represents contraction, and this is the first sub-50 reading in seven months.

Eurozone, German, and French Flash PMI numbers all showed improvement in May, however, all of the numbers continued to be under 50.
