Japan's Tepco set for $13 billion bailout: sources (Reuters)

TOKYO (Reuters) ? The owner of Japan's stricken nuclear reactor, Tokyo Electric Power Co, will agree to be taken over by the government in a near-$13 billion bailout, sources said on Thursday, even as the country debates the future of nuclear power.

The injection of 1 trillion yen ($12.8 billion) in public funds would effectively nationalize Tepco (9501.T), supplier of power to almost 45 million people including Tokyo residents, in one of the world's biggest bailouts outside the banking sector.

Tepco has been dragging its feet over a proposal for the state-backed Nuclear Damage Liability Facilitation Fund to take at least a two-thirds stake in the company, which has been swamped by liabilities associated with the earthquake and tsunami which ruined its Fukushima nuclear power plant in March.

"If the government has a two-thirds stake, they have a right to control management, so naturally, Tepco doesn't like that," said one source familiar with the matter.

Tepco's future as an independent firm has been in doubt since the disaster, which triggered the world's worst nuclear crisis in 25 years and left the utility with huge compensation payments, cleanup costs and rising fuel bills as public concerns over safety make it hard to restart other off-line reactors.

Its plight has become emblematic of problems facing Japan's entire nuclear power industry, much of which has been idled since the disaster while authorities work to regain some public trust in an industry that had provided a third of Japan's power.

Tepco's fate is also being watched for clues as to whether Japan will deregulate its system of monopolistic regional utilities that both generate and distribute electricity.

Tepco's share price soared on the news, jumping 8 percent in heavy trade to 219 yen.

Tepco, which together with the fund is drafting a business reconstruction plan to be unveiled in March, is also seeking about 1 trillion yen in additional bank loans, sources said.

Under the plan, the utility is expected to swing to profit in fiscal 2014 and resume issuing bonds two years later, the Nikkei business newspaper reported.

The plan calls for government control to end in six or seven years, the Nikkei added, though other reports have said it might last about a decade.

According to the plan, Tepco is expected to post a parent-only net loss of about 580 billion yen in the year ending March 31 and next fiscal year, followed by a net profit of 37.7 billion yen in fiscal 2013, largely on the sale of real estate, the Nikkei said. Tepco is also expected to generate a pretax profit of 159.1 billion yen in fiscal 2014, it added.

The projection for improved earnings is based on the assumption Tepco will increase household electricity rates by 10 percent in October and reduce fuel costs by restarting reactors at its Kashiwazaki-Kariwa nuclear plant in fiscal 2013 -- moves the utility will find difficult to execute, the daily said.

Tepco shareholders will need to approve an increase in its authorized share capital at an annual meeting in June before the nationalization plan could go ahead.

When Us Weekly spoke to their father Bruce Jenner at the Performance 3D demonstration in NYC Monday, the 62-year-old Olympian admitted his girls' careers are so busy they may not pursue higher education.

"If they want to go to college, certainly, I think it's a good idea. But I'm not the advocate of, 'You've got to go to college!'" Bruce said. "I think by the time they graduate from high school, they will probably be in a position to go right to working."

ZAPOPAN, Mexico (AP) ? Life seemed to give Karla Zepeda a break when a woman came to her dusty neighborhood of cinderblock homes and dirt roads looking for babies to photograph in an anti-abortion ad campaign.

The woman asked to use the 15-year-old's baby girl in a two-week photo shoot for $755 ($10,000 pesos), a small fortune for a teen mother who earns $180 a month at a sandwich stand and shares a cramped, one-story house with her disabled mother, stepfather, and three brothers.

But 9-month-old Camila wasn't just posing for photographs when she was taken away.

Jalisco state investigators say the child was left for weeks at a time in the care of an Irish couple who had come to Ajijic, a town of cobblestone streets and gated communities 37 miles (60 kilometers) away, thinking they were adopting her.

Prosecutors say the baby was apparently part of an illegal adoption ring that ensnared destitute young Mexican women trying to earn more for their children and childless Irish couples desperate to become parents.

Camila and nine other children have been turned over to state officials who suspect they were being groomed for illegal adoptions. And authorities hint that far more children could be involved: Lead investigator Blanca Barron told reporters the ring may have been operating for 20 years, though she gave no details. Prosecutors also say four of the children show signs of sexual abuse, though they gave no details on how or by whom.

Nine people have been detained, including two suspected leaders of the ring, but no one has yet been charged.

At least 15 Irish citizens have been questioned, the Jalisco state attorney general's office said, but officials have not released their names. Neighbors say most or all have returned to Ireland after spending weeks or months in Ajijic trying to meet requirements for adopting a child. None was detained.

For Karla Zepeda, the story began in August, when she was approached by Guadalupe Bosquez and agreed to lend her daughter for an anti-abortion advertising campaign, she told The Associated Press. Bosquez later returned with another woman, Silvia Soto, and gave her half the money as they picked the child up. She got the rest two weeks later when they brought Camila home.

"They showed me a poster that showed my girl with other babies and said 'No To Abortion, Yes To Life,'" said Karla, a petite girl cleaning her house to loud norteno music. "I thought it was legal because everything seemed very normal."

Before long, the message spread to her neighbors. Seven other women, most between the ages of 15 and 22, agreed to let their babies be part of the ad campaign. Some already had several children. Some are single mothers. One of them doesn't know how to read or write. Five of them told they AP that they did not even have birth certificates for their babies when they came across Bosquez and Soto.

One said she needed money to pay for her child's medical care, another to finish building an extra room on her house.

All deny agreeing to give their children up for adoption.

"We're going through a nightmare," said Fernanda Montes, an 18-year-old housewife who said she took part to pay a $670 hospital bill from the birth of her 3-month-old. "How could we have trusted someone so evil?"

The women say that Bosquez and Soto persuaded three of them to register their children as single mothers so they could participate in the anti-abortion campaign, even though they live with the children's fathers.

Children's rights activists say that also could have made it easier to release the child for adoption: only the mother's signature would be needed.

The mothers were assured that the babies were being taken care of by several nannies and checked by doctors. The babies often returned home wearing new clothes.

Some of the mothers said they began having second thoughts. But when they declined to send their children back, they say, Bosquez and Soto insisted they would have to pay for the strollers, car seats, diaper bags and everything else they had bought for the babies.

Investigators say that Bosquez and Soto were taking the children to a hotel in Guadalajara, where they met with Irish couples who believed they were going to adopt them.

The plan began to unravel on Jan. 9, when local police detained 21-year-old Laura Carranza and accused her of trying to sell her 2-year-old daughter.

Investigators said Carranza denied that allegation, but acknowledged she was "renting" her 8-month-old son. She then led authorities to Bosquez and Soto.

Both are now being held on suspicion they ran the alleged anti-abortion ad campaign as a front for an illegal adoption ring. It was not clear if they have attorneys and they have not yet been brought before a judge to say if they accept or reject the allegations.

Carranza is also being held, as is Karla's mother, Cecilia Velazquez, who hasn't worked since she lost both legs in a traffic accident in 2010. Karla says her mother's only fault was agreeing to the ad campaign.

Seven of the mothers interviewed told the AP that the children had most recently been picked up by Bosquez and Soto between Dec. 27 and Dec. 30 for an alleged photo shoot. They returned the babies on Jan. 9 and 10, saying "there had been problems." The mothers said they didn't notice anything wrong with the babies or any signs of abuse.

Then state police investigators showed up at their homes and drove them and their children to the police department for questioning. The babies were taken from them and put into state protective custody. The women complained that only four of them have been allowed to see their babies since, and only once.

A statement from Jalisco state prosecutors' said authorities seized Carranza's two children from her and the other seven while they were with Irish couples. Prosecutors didn't respond to requests by the AP to clarify the discrepancy.

Residents of Ajijic, a town on the shore of Lake Chapala favored by American and Canadian retirees, say Irish citizens looking to adopt Mexican children began appearing there at least four years ago.

Jalisco state prosecutors' spokesman Lino Gonzalez wouldn't confirm the Irish had left, but said none had been charged with a crime.

Even if they had adopted the children, Ireland might not have accepted them because the adoptions were handled privately, said Frances FitzGerald, Ireland's minister for children.

"Obviously, for any couple caught up in this, it's a nightmare scenario," she said.

"What you can't have in Mexico is people going to local agencies or individuals doing private adoptions because when they come back, there is going to be a difficulty."

Prosecutors say they have been trying without success to reach the attorneys who were handling the adoption paperwork in the neighboring state of Colima.

Custody release statements signed by all of the mothers carry the logo of Lopez y Lopez Asociados, a firm owned by Carlos Lopez Valenzuela and his son, Carlos Lopez Castellanos. Authorities raided their home last week.

The release statements were shown to the AP by a local advocate for missing and stolen children, Juan Manuel Estrada of Fundacion FIND, who said they had been leaked to him by a state official. He said Lopez Valenzuela had separately sent him a lengthy statement by email declaring that he too may have been duped in the case and denying wrongdoing.

Prosecutors wouldn't confirm the authenticity of that statement, but it mirrors the stories of seven mothers who were interviewed by the AP.

According to the statement Lopez said he had handled adoptions in Colima state for 63 Irish couples since 2004. He said he first met Bosquez when she approached him in 2009 about giving her own unborn child up for adoption to an Irish couple, a process, he wrote, that was completed legally.

The statement said that Bosquez also introduced Lopez to a social worker and together they brought him the current case involving Zepeda and the other women from Zapopan, apparently hoping he could match the children to adopting couples.

It says Lopez was told the mothers wanted only to deal with the two women, and he agreed. The young mothers confirmed they never met Lopez.

Lopez didn't respond to emailed interview requests from the AP.

According to the statement, Lopez said he follows the stringent adoption laws set by the Hague Adoption Convention, which Mexico has signed.

Unlike Guatemala or China, Mexico has not been a popular destination for foreigners looking to adopt, perhaps because the process, done by law, is complicated.

"The legal adoption process in Mexico is difficult, but cheating in Mexico is very easy," Estrada said.

France passes genocide law, faces Turkish reprisals (Reuters)

PARIS (Reuters) ? France approved on Monday a bill making it illegal to deny that the mass killing of Armenians by Ottoman Turks nearly a century ago was genocide, raising the prospect of a major diplomatic rift between two NATO allies.

Lawmakers in the upper house (Senate) voted 127 to 86 in favor of the draft law outlawing genocide denial after almost six hours of debate. The lower house had backed it in December, prompting Ankara to cancel all economic, political and military meetings with Paris and recall its ambassador for consultations.

The bill had been made more general so that it outlawed the denial of any genocide, partly in the hope of appeasing the Turks. It now goes to President Nicolas Sarkozy to be ratified.

"This day will be written in gold not only in the history of friendship between the Armenian and French peoples, but also in the annals of the history of the protection of human rights," said Armenia's Minister of Foreign Affairs, Edward Nalbandian.

Turkey's ambassador to France Tahsin Burcuoglu told reporters he was "saddened" by the vote and warned there would be permanent measures taken against France.

Armenia, backed by many historians and parliaments, says about 1.5 million Christian Armenians were killed in what is now eastern Turkey during World War One in a deliberate policy of genocide ordered by the Ottoman government.

The Ottoman empire was dissolved after the end of the war, but successive Turkish governments and the vast majority of Turks feel the charge of genocide is a direct insult to their nation. Ankara argues there was heavy loss of life on both sides during fighting in the area.

Earlier, Turkish Deputy Prime Minister Bulent Arinc told reporters at the Council of Europe in Strasbourg that Ankara would take new and permanent measures unless the bill was rejected and compared it to the Inquisition in the Middle Ages which was created by the Catholic Church to stamp out heresy.

"If the law is voted (through), it will hurt French and Turkish relations." Arinc said Turkey could take the matter to the European Court of Human Rights.

Turkey says the bill is a bid by Sarkozy to win the votes of 500,000 ethnic Armenians in France in the two-round presidential vote on April 22 and May 6.

It mandates a maximum 45,000-euro ($58,000) fine and a year in jail for offenders. France passed a law recognizing the killing of Armenians as genocide in 2001.

WAVING VOTING CARDS

About 200 Franco-Turks protested outside the Senate. They waved their French voting cards and banners with slogans including: "It's not up to politicians to invent history."

The Socialist Party, which has a majority in the upper house, and Sarkozy's UMP party, which put forward the bill, backed the legislation.

A non-binding Senate recommendation last week said the law would be unconstitutional and, after weeks of aggressive Turkish lobbying, there were suggestions the outcome would be closer.

Opponents in the Senate said the law would not encourage the Turks to recognize the Armenian genocide and would do nothing to help relations between the two nations.

"It is an unbearable law which calls into question historical research," said centre-left senator Jacques Mezard.

Sarkozy is expected to ratify the bill before parliament is suspended in February ahead of the presidential election.

It could still be rejected if some 60 lawmakers agree to appeal the decision at the country's highest court and that body considers the text unconstitutional. The Constitutional Council would have one month to make its decision.

Sarkozy wrote to Turkish Prime Minister Tayyip Erdogan last week saying the bill did not single out any country and that Paris was aware of the "suffering endured by the Turkish people" during the final years of the Ottoman empire.

French foreign ministry spokesman Bernard Valero called on Turkey not to overreact and said Paris considered Ankara a "very important ally."

Engin Solakoglu, first secretary at the Turkish embassy in Paris, said: "France can't continue to say that Turkey is an important ally when it votes laws against it."

European Union candidate Turkey could not impose economic sanctions on France, given its World Trade Organisation membership and customs union accord with Europe.

But the row could cost France state-to-state contracts and would create diplomatic tension as Turkey takes an increasingly influential role in the Middle East.

CSX posts higher 4Q profit and revenue (AP)

JACKSONVILLE, Fla. ? Freight railroad operator CSX Corp. said Monday that fourth-quarter profit rose 6 percent as higher rates offset a decline in the volume of goods it shipped.

The company also announced it had replaced its chief operating officer.

CSX shares fell in after-hours trading.

CSX said Chief Financial Officer Oscar Munoz would become chief operating officer, replacing David A. Brown, who is "no longer with the company." CSX said the change was unrelated to the company's business or financial performance.

Fredrik J. Eliasson, a 16-year CSX veteran, will take Munoz's spot as CFO. He was vice president of sales and marketing for CSX's chemicals and fertilizer business.

CSX net income in the quarter ended Dec. 30 rose to $457 million, or 43 cents per share, from $430 million, or 38 cents per share, a year earlier.

Analysts expected 44 cents per share, according to a survey by research firm FactSet.

The railroad shipped less coal, chemicals and agricultural products than it did a year ago. Overall volume was down 4 percent. CSX said it shipped less coal because utilities needed less of it to generate electricity. Some utilities are using more natural gas to run generators, because its price is close to a 10-year low.

CSX carried more cars and automotive components in the quarter, as North American production picked up from a year ago. Volume of some construction materials ? such as crushed stone and sand ? was also higher, helped by mild winter weather that extended the building season in many parts of the country.

Revenue per shipping unit jumped 9 percent ? led by double-digit increases for hauling coal and autos. That helped the company boost revenue to $2.95 billion, compared with $2.82 billion a year earlier. Analysts expected $2.99 billion.

Economists follow the performance of railroads as one indicator of the strength of the broader economy. That's because railroads haul a wide range of things, from consumer goods to cars and commodities like coal and grain.

The report wasn't as ringing as last week's numbers from bigger rival Union Pacific Corp., which said fourth-quarter net income jumped 24 percent. UP raised prices and hauled more freight during the quarter.

CSX officials planned to discuss the results in a conference call with analysts on Tuesday.

The shares fell 13 cents to close at $22.69 before the results were posted. In after-hours trading, they dropped 62 cents, or 2.7 percent, to $22.07.

ROME ? Italian Coast Guard divers have found a woman's body in a corridor of a submerged section of the capsized Costa Concordia, raising to at least 12 the number of dead in the cruise liner accident.

Coast Guard Cmdr. Cosimo Nicastro told The Associated Press that the body, wearing a life jacket, was found in a narrow corridor near an evacuation staging point at the ship's rear Saturday.

The body was brought to Giglio, the Tuscan island where the cruise liner hit a reef and ran aground on Jan. 14. Twenty people are missing.

Haiti to scold 'Baby Doc' for defying house arrest (AP)

PORT-AU-PRINCE, Haiti ? The former Haitian dictator known as "Baby Doc" has been summoned to court to be scolded for violating the terms of his house arrest by venturing outside the capital, a judge said Thursday.

"Jean-Claude Duvalier needs to be in my office by 11:05 a.m." on Friday, Judge Carves Jean told the Associated Press at his the courthouse office in downtown Port-au-Prince. "If he's not, he'll be arrested by 11:10 a.m."

Duvalier's attorney argued that his client wasn't violating the law, because no such law exists. He also said he may file a complaint against the judge.

Duvalier faces criminal charges that include embezzlement, torture and murder.

After making an unexpected return to his homeland last year, Duvalier was placed under house arrest, meaning he wasn't authorized to travel outside the Port-au-Prince metropolitan area without legal consent.

The former dictator, always dressed in a navy blue suit, has been seen traveling the country, often at the wheel of a SUV. He delivered a commencement speech to law school graduates at a university in the countryside last month and has been spotted lounging on the beach.

Duvalier attended a memorial service last week that marked the two-year anniversary of the devastating earthquake. The event was hosted by President Michel Martelly and guests included former Haitian president Prosper Avril and former U.S. President Bill Clinton, the United Nations' special envoy to Haiti.

The prosecution of Duvalier has made little headway since it began last year and rights groups fear he will go unpunished.

Georges and the rest of the defense team argue there are no grounds to prosecute the former president because the statute of limitations on his alleged offenses has expired.

Home sales up at end of dismal year, offering hope

(AP) ? Home sales in December reached their highest pace in nearly a year. The gain coincided with other signs that the troubled housing market improved at the end of last year.

Analysts cautioned that sales remain historically low and that it will take years for the home market to return to full health.

Still, the third straight monthly sales increase was encouraging. And economists noted that conditions are in place for further gains this year:

Prices have declined. Mortgage rates have never been lower. Homebuilders are slightly more hopeful because more people are saying they might be open to buying this year. And home construction picked up in the final quarter of last year.

"There's no denying that home sales are still very low and will remain low for a few years," said Paul Dales, an economist with Capital Economics. "But after having risen in each of the last three months ... it is clear that a housing recovery is now well under way."

Sales of previously occupied homes rose 5 percent to a seasonally adjusted annual rate of 4.61 million in December, the National Association of Realtors said Friday. It's the best level since January 2011.

For all of 2011, sales totaled only 4.26 million. That's up slightly from 4.19 million in the previous year. But it's far below the 6 million that economists equate with healthy housing markets. In 2005, at the peak of the boom, 7.1 million homes were sold.

Hiring has improved, which is critical to a housing rebound. Fewer people sought unemployment benefits last week than at any time in nearly four years, evidence of far fewer layoffs. The unemployment rate fell in December to its lowest level in nearly three years.

"With layoffs slowing sharply, hiring rising and consumers' confidence rebounding, the pre-conditions for a sustained recovery are falling into place," said Ian Shepherdson, chief U.S. economist for High Frequency Economics. "Sales and starts will keep rising; prices should stabilize, more or less."

The median sales price of a previously occupied home ticked up 0.3 percent from November to December to $164,500.

The supply of homes has declined, though it's still historically high at 2.38 million. At last month's sales pace, it would take nearly seven months to clear those homes.

If the supply continues to fall, prices could rise, more sellers would put homes on the market and more people would likely consider buying, said Pierre Ellis, an analyst at Decision Economics.

Still, the industry appears years away from fully recovering from its bust four years ago. Since the bubble burst, sales have slumped under the weight of foreclosures, tighter credit and falling prices.

Fewer first-time buyers, who are critical to a recovery, are in the market for a home. Purchases among that group fell last month to just 31 percent of sales. That's down from 35 percent in November. In healthy markets, first-time buyers make up at least 40 percent.

Homes at risk of foreclosure made up a third of sales last month. In strong markets, they make up only about 10 percent of sales.

And many deals are collapsing before they close. One-third of Realtors say they've had at least one contract scuttled in December, November or October. That's up from 18 percent in September.

Among the reasons why contracts have been canceled: Banks have declined mortgage applications. Home inspectors have found problems. Appraisals showed that a home was worth less than the bid. Or a buyer suffered a financial setback before the closing.

Still, sales rose across the country in December. They rose on a seasonal basis by more than 10 percent in the Northeast, 8.3 percent in the Midwest, 2.9 percent in the South and 2.6 percent in the West.

Plans for Diamond Jubilee river pageant unveiled

LONDON (AP) ? Palace officials Wednesday announced details of a massive pageant on London's River Thames to mark Queen Elizabeth II's Diamond Jubilee year.

Plans call for roughly 1,000 boats of various sizes to gather June 3 for an unprecedented tribute to the queen, who is marking the 60th year of her reign.

The flotilla will be over seven miles long and include musical barges on which original works composed for the jubilee will be performed. The event is planned to celebrate Britain's storied maritime history.

The queen, her husband Prince Philip and other senior royals will travel on board a royal barge, The Spirit of Chartwell ? an opulent cruising vessel that regularly plies the River Thames.

The barge will be decorated with flowers from the queen's gardens, with an emphasis on the royal colors, red, gold and purple.

Pageant Master Adrian Evans said the royal barge "must be a jewel ? the most magnificent vessel in the flotilla."

Organizers say the flotilla, one of the largest ever assembled on the river, will include rowboats, working vessels and pleasure craft.

A number of other celebrations are planned throughout the year, with the queen and her husband Prince Philip planning to travel throughout Britain.

The queen's children and grandchildren plan to travel around Commonwealth countries to mark the event.

Underlying Question in Texas Redistricting Case Is Whether the South Can Finally Be Said to Be Free of Its Racist Past

Is it time to finally declare Dixie "changed"? That is at the heart of the Texas redistricting decision now before the Supreme Court. The case, which went to oral argument last week, is focused on the Texas legislature's re-drawn Congressional district map which, thanks to a population explosion over the past decade, had to be re-drafted to accommodate four new Congressional districts. But the question lying underneath it all is whether nine states named under the Voting Rights Act of 1965 Act as "covered jurisdictions," suspect for their history of discriminatory practices, can now be relinquished from federal oversight. Certainly champions of state sovereignty think so. Many tend to think the federal supervision of their electoral decisions was unconstitutional to begin with.

When it became law, the Voting Rights Act was aimed at tearing down the barriers to African American voter registration, particularly in the Deep South, where literacy tests and poll taxes were being used to discourage African American voters from voting. In Mississippi, for instance, only six percent of eligible black voters were registered in 1965; in Alabama, only 19 percent.

A key part of the Act was its enforcement provision, Section Five. There it outlined the nine states, Texas among them, that were now required by federal law to submit any change in voting practices to either the Department of Justice or a federal court for approval. That is why last year, when the Republican-controlled Texas legislature re-drew the Congressional districts in that state, seeming to protect existing Republican districts and even create some new ones, it had to get pre-clearance on the map before instituting it. It was not the partisan nature of the map that required review, but whether the re-drawn districts effectively diluted minority representation.

While it waited for the special court in Washington to determine the fate of its map, Texas faced a separate challenge in a San Antonio federal district court. There, Hispanic voters were already arguing that the re-drawn districts disenfranchised minority voters. Since the clock is ticking -- Texas needs to schedule its primary and the court in Washington has indicated that it needs more time for study -- the San Antonio court drew its own interim map, one that established more majority-minority districts, justifying its decision on the fact that the legislature's map did not appear to reflect the fact that Texas's population boom was largely among new Hispanic voters. The Supreme Court must now decide -- and decide quickly -- whether this interim map can be instituted or whether in the absence of a decision by the special Washington court charged with the pre-clearance, the legislature's map must prevail.

Of course, the question that many Texas legislators have is, why can't the federal government just let Texas be Texas? Why must it "parent" their state on decisions like these when it doesn't do the same to Vermont or New Jersey? And while the technical answer is, of course, because the law says it must, the bigger issue is whether at least this section of the Voting Rights Act, which was renewed in 2006 for another 25 years, has any purpose in an age when the truly egregious discriminatory practices of the 1960s, the ones that prompted Section Five in the first place, have gone the way of history.

Attorney General Eric Holder has an answer to that question. To him, and many others, the barriers to minority voting continue to prosper. In a speech last month in Austin, Texas, at the presidential library of Lyndon Baines Johnson -- the president who signed the Voting Rights Act -- Holder cited the rash of new state voter photo ID laws as veiled attempts to frustrate minority vote. Republican supporters of such measures insist that they are only trying to prevent voter fraud, but, since minority voters are disproportionately more likely to lack such basic photo identification cards as a driver's license, these laws, say Holder, will have the effect of shutting minorities out of the polls. Instead, he recommends the automatic registration of all eligible voters, the removal of legislators from decisions involving the drafting of their own state districts, and a federal law barring the dissemination of fraudulent information intended to keep people from voting.

In 2003, three years before the Voting Rights Act was renewed, the Supreme Court, ruling in a challenge to the University of Michigan Law School's affirmative action admissions policies, found that diversity remained a compelling interest in government policy. Building off of the Court's doctrine that a race-conscious program is constitutional only as a "remedy" of some "duration," Justice Sandra Day O'Connor asserted that the day for race-neutral decision-making would come perhaps 25 years from now, when, she expected, "it will no longer be necessary to "further the interest" of racial minorities. The math on that puts us at 2028, just three years before the Voting Rights Act will be up for renewal once again. Perhaps then, in what may be a different America, Section Five will finally go the way of the dinosaur.

On Monday?night, NBC helped Betty White celebrate her 90th birthday with "A Tribute to America's Golden Girl," and today she officially becomes a nonagenarian. Rather, make that America's favorite nonagenarian. Just 10 years shy of her centenary, White continues to make new fans and inspire more reasons to love her. Right now we've got a list in our heads of approximately 1.89 million of those reasons, but for the sake of space we've pared it down to just six. Here's to Betty and her seemingly endless stream of marvelous moments and comedic characters. Betty, we know it: You're still hot!

1. Na?f Betty

As the St. Olaf, Minn.-born Rose Nylund on "The Golden Girls? from 1985-92, White became the ditzy grandma figure we all wish we had. As Rose, Betty was kind, na?ve and prone to telling rambling stories about her native town -- which is also home a giant black hole, if we're to believe Rose. Other facts about Rose: She studied Pig Latin at university (despite not having graduated high school) and had a very active sex life with her husband Charlie, who died of a heart attack ... in action, if you know what we mean. Rose may have been infuriating, but she was always warm and wise in her own way.

2. Tarty Betty

Perhaps the opposite of Rose Nylund was Sue Ann Nivens, who Betty played on ?The Mary Tyler Moore Show? from 1973-77. Though Nivens was the host of ?The Happy Homemaker? (tip: buy goldfish for the elderly, then use them as fertilizer once they went to Fishy Heaven) she was nothing like "Leave it to Beaver's" June Cleaver, with her various manipulations and man-hungry behavior. She also had a thing for boss Lou Grant -- and even once managed to bed him, which Lou went to great lengths to hide from his staff.

3. Gridiron Betty

During the 2010 Super Bowl XLIV, White appeared as a football player in a Snickers ad. In it, she gets tackled in a mud puddle, gets called ?Mike? and when she?s told she plays like Betty White, shoots back ?that?s not what your girlfriend says.? Later on, Abe Vigoda also makes an appearance, but it?s Betty we remember best. The ad won the USA Today Super Bowl Ad Meter?s top spot placement and proved she was solid in pretty much every demographic, ever.

4. Dancing Machine Betty

White may start out looking fairly ridiculous standing out in the woods, garbed in Native American apparel in "The Proposal," but her encouraging words to Sandra Bullock to chant to the universe quickly has Bullock releasing her inner Lil Jon. Bullock flummoxes White -- who eventually also joins in -- as the two women ?Get Low,? at least until a confused Ryan Reynolds shows up.

Note: The video includes some salty language, and Lil Jon's lyrics are, well, colorful.

5. Hostess Betty

A fervent Facebook fan campaign led to White becoming the oldest person to ever host ?Saturday Night Live" in May, 2010. And not only did her May 2010 appearance boost ratings, she made an instant classic appearance as Florence Dusty, a pastry cook with a specific specialty. ?If there?s one thing I?m known for, it?s my muffin,? she tells the double-entendre-wielding NPR radio show hosts, and it all goes downhill from there.

6. Rapper Betty

Luciana Caporaso is hardly a household name, but she certainly raised her profile by featuring White in a video for her 2011 song "I?m Still Hot." Now, sure, it?s a digital single and it?s promoting a life settlement program (?The Lifeline Program?), but who doesn?t want to hear an auto-tuned Betty White rapping ?I?m Betty from the block, I love my Emmys and my beatbox? while surrounded by beefcake while eating cheesecake? Answer: No one.

US Embassy warns of terror threat in Bangkok (AP)

BANGKOK ? The U.S. Embassy in Thailand has sent an "emergency message" to American citizens warning of a possible terrorist attack in Bangkok.

The message says that "foreign terrorists may be currently looking to conduct attacks against tourist areas in Bangkok in the near future."

It calls on people to exercise caution in public areas where Western tourists gather.

Embassy spokesman Walter Braunohler declined to release more details saying, "At this time we don't have any further information to share."

Wrap-up: Engadget editors sound off on CES 2012

If you've spent any time on this site since Monday, then you know that we've just reached the end of another very successful Consumer Electronics Show, and are packing up to head home (and rest up) until we get ready to return in 2013. As always, there were plenty on gadgets on hand -- far more than even our enormous Engadget team could capture during four long days on the show floor -- so we've opened up the floor to the entire CES crew. Tim Stevens and Darren Murph chime in just below, but jump past the break to hear from the rest of us.
